Research Report On Strengthening The Construction Of Institutes (Stations) For Civilization Practice In The New Era

The new era endows us with new missions.In the new era,the construction of spiritual civilization,especially the rural spiritual civilization seems particularly important.In August,2018,The Guidance on the Pilot Projects of Constructing Centers for Civilization Practice in the New Era has been issued by the General Office of the Communist Party of China Central Committee.This guidance announced to launch pilot projects in 50 counties(cities and districts)in 12 provinces(municipalities and to take the practice of civilization in the new era as an important means in the construction of spiritual civilization,and open up the "last one kilometer" for contacting with,educating,caring for,and serving the people.After many years of exploration and practice,the centers for the Practice of civilization in the new era of city & municipal level have already been fully covered.Moreover,the new era civilization institutes(stations)at the township and street level are under construction now.However,with the same situation in the whole country,there are still many weaknesses in the construction of Chinese new era cultural stations in the villages of Hainan province.For example,some villages still don’t have the stations,and there are no substantial activities being held after the foundation of the stations etc.All of these are a certain gap with the goal of "promoting the cultivation,practice and creation of civilization as a whole,and promoting the integrated development of urban and rural spiritual civilization construction" put forward by The 20th National Congress of CPC.Therefore,how to give full play to the advantages of the Party organization and promote the construction of the new era of rural civilization practice institutes(stations)is particularly important under the background of constructing Hainan free trade port.This research report takes the construction of the new era civilization practice institutes(stations)in rural areas of Hainan as the research object,adopts the questionnaire survey and in-depth interview method to gain insights into the status quo of the construction of the new era civilization practice institutes(stations),summarizes the experience of good practice,analyzes the existing deficiencies and problems,and explores the optimization path of the construction of the new era civilization practice institutes(stations)in line with the reality of Hainan free trade Port,which will provide more development ideas for the practice of Hainan rural new era civilization.Through the research,it has been found that there are still existing some problems in the construction of the new era civilization practice in Hainan villages,such as insufficient understanding of villagers’ needs,deviation of ideological understanding of cadres,unsound department linkage and communication mechanism,and a lack of vitality in some grass-roots institutes.For this purpose,this report suggests that the government of Hainan province should build civilized practice projects based on the needs of people,Play a role in service project & basic-level social governance,strengthen the main responsibility of the "leader",enhance the interconnections between departments and increase the force of various support work,stimulate the vitality of basic-level stations,Encourage sports lottery departments,welfare lottery departments & charities etc to take part in the construction of basic-level stations,and build up some demonstration sites of civilization practice.Besides,the government can set up and make better use of the new-media platform such as Tik Tok,Speed up the cultivation of local social workers organization and improve and optimize the service as well as the brand quality of volunteer teams,etc.
