Research On The Participation Of Civilization Practice Center In Rural Governance In The New Era

Since the 18th National Congress of the Communist Party of China,rural governance has gradually become a hot topic in China.The innovation of grassroots social governance model has always been the focus and difficulty of the country and society.The realization of modern grassroots social governance is inseparable from the participation of various subjects.Among various governance subjects,how to guide the masses to participate and integrate has become a difficult problem.The new era civilization practice center has gradually become an effective way to consolidate grassroots governance by virtue of its advantages of organization,resources and platform.The main purpose of this study is to explore how to give full play to the advantages of the new era civilization practice center and improve the level of rural governance.Taking Bainaobao Town,Bayannaoer City as an example,this study takes the participation of the new era civilization practice center in rural governance as the research object,and conducts research on how to better improve the participation of the new era civilization practice center in rural governance through data review,questionnaire survey,field interview and case analysis.First of all,the paper summarizes the relevant research on the practice center of civilization in the new era and rural governance at home and abroad,and defines the relevant concepts.Secondly,it focuses on the analysis and summary of the main practices and achievements of Bainaobao Town in Bayannaoer City to promote the work of the practice center of civilization in the new era,and finds that its rural governance functions mainly include : enriching rural cultural life,mediating grassroots social contradictions,and promoting the development of public services.Then it summarizes its problems such as insufficient development of the new era civilization practice center,non-standard management,low enthusiasm of volunteers and service objects,and serious dependence of the new era civilization practice center on participation in governance.In view of these problems,using the basic theories of multi-center governance and good governance theory,this paper deeply analyzes the causes of related problems from four aspects : the limitations of its own development,the imperfect management and operation mechanism,the excessive intervention of the existing operation system,and the inadequate implementation of work measures.Finally,combined with theory and work practice,this paper puts forward some targeted countermeasures and suggestions,such as strengthening the self-construction of civilization practice center in the new era,improving the system and mechanism of civilization practice center participating in rural governance in the new era,improve the incentive mechanism for mass participation,and exploring and establishing a multi-interactive rural governance model.In order to provide an effective reference for other rural areas in the country to improve the practice center of civilization in the new era and promote the improvement of rural governance.
