| Since the founding of the country,China has made certain achievements in the drug problem,but also faces a series of challenges.In the early years of the founding of New China,a nationwide campaign to ban smoking and drugs completely solved the problem of opium use among the nation,creating a miracle drug-free country.However,with the advancement of reform and opening up,China’s economic development has accelerated,and a variety of factors such as urban and rural population migration and the establishment of transportation networks have led to a new situation and characteristics of the drug problem.To meet these challenges,China has tackled the drug problem at its source,actively carried out actions to combat drug crimes,and constantly updated and adjusted its drug policy.At the beginning of the 21 st century,China’s drug policy began to focus on tackling the drug problem at its source and in a comprehensive manner,forming a policy of fighting both the demand market for drugs and the supply market for drugs,but with more emphasis on fighting the supply market for drugs.Although China has made time and again arduous efforts and achieved certain achievements on the drug problem,the drug problem is still one of the serious challenges facing the country.As the largest drug distribution market in the world,the United States has been facing a serious drug problem.Since the enactment of the Harrison Act in 1914,the drug control policy of the United States has gradually stabilized over the years of change and development,forming a balanced and diversified drug policy system with relatively sound theoretical and practical experience in drug governance and prevention and control.By vertically sorting out the basic laws of drug crime governance in the United States in different periods,summarizing the lessons learned in the process of drug policy transformation in the United States,as well as horizontally comparing the current institutional approach in the United States with the situation in China,we can consolidate the drug governance policy in China on the basis of more accurate identification of the current problems and provide useful references and lessons for China’s antidrug work.In addition to the introduction and conclusion,the body of this paper is divided into four parts.The first part defines the concepts and explains the basic concepts of drugs and drug policy as well as the current mainstream international views on drug policy;the second part compares and analyzes the evolution of U.S.drug policy vertically,dividing it into three stages,reflecting the gradual balancing and diversification of U.S.drug policy in the course of its tortuous evolution;the third part interprets U.S.drug policy,mainly The fourth part summarizes the experiences and lessons learned in the evolution of U.S.drug policy,and elaborates the relevant revelations of U.S.drug policy on Chinese anti-drug philosophy and drug policy transformation in the light of the actual situation of Chinese drug law enforcement. |
