The Evolution And Enlightenment Of American Drug Control Policy

Since the promulgation and implementation of the Harrison Act in 1914,the federal government of the United States has been in control over drugs for more than 100 years.American drug control policy has been moving towards stabilization and becoming a more balanced and diversified drug control policy system.This paper mainly elaborates the evolution course and current situation of American drug control policy from three aspects: the historical evolution of drug control policy,the characteristics and development trend of current drug control policy,as well as the primary agents of the evolution of drug control policy.This paper sums up the experience and lessons of anti-drug work in the United States,combined with the current situation and deficiencies of China's anti-drug work,explores the way to improve work relating to drug prevention,drug combat and harm reduction in China.This paper's text has a total of more than 40000 words,mainly composed of the following four parts:The first part is about the historical evolution of drug control policy in the United States.The history of drug control policy in the United States is divided into four stages,through which a more balanced and diversified drug control policy is presented.The criteria for dividing the evolution of drug control policy are situation of drug abuse,the severity of the federal government's anti-drug legislation and the content of the drug control strategy.The second part is about the evaluation of current drug control policy in the United States.This part highlights the diversification and obvious “law enforcement mode” of current drug control policy in the United Stated through evaluating the current policy from its characteristics and trends of development.The third part is about the analysis of the drug control policy in the United States.This part mainly discusses three major factors that influence the evolution of the drug control policy in the United States,through which the reasons for change and development of drug control policy are expounded.The three factors are about concept,politics and diplomacy.The fourth part is about the enlightenment of policy.This part sums up the experience and lessons of the drug control policy in the United States,as well as puts forward measures to improve China's anti-drug work from three aspects,which are putting precaution first,integrating precaution with control and paying attention to harm reduction.
