Research On Personal Information Protection Of Government Data Openness

In the process of administration,the government has a large amount of data,which involves many fields,and the opening may pose a threat to the rights and interests of personal information.Therefore,it is necessary to protect personal information in the process of government data.In the introduction part of this paper,the relevant literature on the municipal government data opening and personal information protection on the Knownet is reviewed,and the current research status of personal information protection in the government data opening in the academic field is understood through the classification and sorting of the literature.It is found that the current research focus is mainly focused on foreign experience reference,personal privacy protection,personal information protection and other directions.In addition,there are few literatures on personal information protection in government data opening.The first part focuses on the definition of government data opening and personal information protection,and puts forward the concept supported by this paper through understanding the mainstream views of current academia and the definition of the two in the relevant regulations of our country.In addition,the authors differentiate and analyze the confusing concepts such as government data opening and government information opening,personal information and personal privacy in order to clarify the relationship between them.The second part focuses on understanding the current legislative status and problems of personal information protection in the government data opening.The relevant laws and regulations of the government data opening are retrieved through the legal and regulatory database,and the personal information protection provisions in these laws and regulations are intuitively displayed in the form of a list,and the current situation is summarized from the legislative content,legislative promotion and legislative construction.And put forward the deficiencies of personal information protection in the government data opening.In the third part,by analyzing the development patterns and experiences of foreign countries,we hope to provide some reference for the future data opening development of our country.The fourth part,the end of the article,proposes countermeasures from the aspects of macro-legislation,micro-personal information protection mechanism,supervision mechanism and improving the personal information protection consciousness of the government and citizens according to the problems found above.
