With the rapid development of society,the number of psychiatric patients has been continuously increasing in recent years due to various factors such as work pressure and personal psychological issues.Among them,the group of mentally ill individuals involved in causing harm or trouble poses a greater social security risk compared to other psychiatric patients.The harmful behavior of mentally ill individuals has significant social implications,and vulnerable groups such as infants and students are more susceptible to harm.In recent years,incidents of violence have been frequently reported,becoming a potential threat to social stability.The 20 th National Congress of the Communist Party of China pointed out that implementing a people-centered approach and ensuring the sense of gain,happiness,and security of the people are essential for a more fulfilling,secure,and sustainable society.Therefore,effective management of mentally ill individuals involved in causing harm or trouble is crucial for maintaining longterm social stability.It is not only a challenging task for public management departments but also a complex social control issue.As a police officer engaged in community management work at the H District Police Station in D City,S Province,I have practical experience in managing mentally ill individuals involved in causing harm or trouble.Combining my studies in public management as a Master’s student,I plan to conduct research on the management of mentally ill individuals involved in causing harm or trouble.Based on the theory of collaborative governance and utilizing research methods such as literature review,questionnaire survey,and indepth interviews,I aim to analyze the current status of the management of mentally ill individuals involved in causing harm or trouble using S Province and D City as samples.The research will summarize relevant experiences,identify challenges,and explore their causes,while proposing corresponding countermeasures.The investigation found that there are common problems in local management practices,such as the inadequate establishment of collaborative mechanisms by the police,lack of management awareness and information exchange channels in communities,and insufficient government participation in collaborative information construction.The current challenges faced by D City can be attributed to three main factors: Firstly,the implementation of policies regarding the involvement of public security agencies in the management of mentally ill individuals prone to causing harm is restricted.Secondly,the community has a backward mindset and awareness regarding the management of mentally ill individuals prone to causing harm.Thirdly,there is a lack of government participation in the collaborative governance work concerning mentally ill individuals prone to causing harm.The potential innovation of this study lies in the transformation of research perspectives,moving away from the traditional approach of addressing individual issues.By conducting in-depth research on the connotations,extensions,and values within the field of mental health and integrating collaborative governance theory,this study proposes methods to overcome the difficulties and challenges encountered in the management work for mentally ill patients prone to causing harm.These methods include:Firstly,it is crucial to leverage the role of public security agencies in the management of mentally ill individuals prone to causing harm.Secondly,the community should strive to facilitate the integration of mentally ill individuals into society,thus addressing the underlying causes of incidents involving harm.Thirdly,there is a need to enhance government participation in the collaborative information construction concerning the management of mentally ill individuals prone to causing harm.
