A Study On The Work Dilemma And Countermeasures Of Grassroots Young Cadres Sinking Into Communities From The Perspective Of Embedded Theory

The sinking of young cadres is an important measure to shift the focus of social governance downward,and it is also a practical requirement to achieve modernization of urban governance.Cadres sinking into communities to participate in grass-roots governance work is to constantly strengthen the power of Community Governance and expand the depth and breadth of social capital of grass-roots governance subjects.At present,various regions are gradually exploring the embedded governance model of cadre sinking,but for embedded governance,there are many "first secretaries" assigned by departments.There is relatively little literature on the selection of young cadres to participate in community governance at the street level,and there is a lack of systematic and in-depth research.Therefore,summarizing and studying the operational mechanism of young cadres to participate in grassroots governance at the street level is of great significance.This article uses literature research,case study,and field investigation as the main research methods,and is based on the author’s grassroots work experience in recent years.Taking S Street,L District,Wenzhou City as the research object,this paper conducts a deep analysis of the practice of embedded participation of young cadres in community grassroots governance.Before conducting a specific analysis,a basic investigation was conducted on the operational background,overall organizational structure,and working mechanism of the community where young cadres from S Street have settled.The participation of young cadres in community governance has achieved preliminary results: firstly,focusing on the overall situation of the center and strengthening the construction of grassroots organizations;Second,focus on key links and improve the level of Community Governance;The third is to focus on characteristic development and promote the progress of public utilities.However,this embedded governance model also faces certain practical difficulties.Firstly,it is difficult for external entities to occupy the space and the main role to be played;Secondly,resource mismatch makes it difficult for residents to meet their expectations;Thirdly,due to insufficient abilities,it is difficult to match sunken personnel and positions;An in-depth analysis of its causes mainly includes deficiencies in the participation of governance entities,the participation of governance entities,and the supporting system for selecting and dispatching cadres.Therefore,the author proposes corresponding countermeasures from the aspects of improving organizational embeddings,optimizing resource embeddings,and strengthening institutional embeddings,in order to fully play the role of grassroots cadres in good governance at the grassroots level,construct a team of grassroots young cadres who provide high-quality public services to the community,and provide feasible models for the country to promote the modernization of grassroots social governance system and governance capabilities.At the same time,it can improve the political environment at the grassroots level and promote social stability and development.
