Research On The Status Quo,Problems And Countermeasures Of Sinking Party Members’ Participation In Community Governance

Community governance is the starting point of the national governance system and plays an important role and significance.The level of community governance will have a greater impact on the quality of life of community residents.With the outbreak of the new crown pneumonia in 2020,under the organization and guidance of the government,party members actively went to the community to assist community workers in their work,demonstrating their powerful strength.Since then,the sinking of party members and cadres into the community has been solidified into a system,and party members have become an extremely important member of the community’s multi-governance system.The participation of sinking party members in community governance belongs to the government’s active exploration in the aspect of party building leading community governance under the new situation,and has practical significance for further accelerating the modernization of the national governance system and governance capacity.This paper conducts an investigation and research on the B community in Wuhan City through the participation of sub-shen party members in community governance behavior as an entry point.The study found that after the implementation of the system of sinking party members and cadres,community B established a "big party committee" to build a community co-construction system under the leadership of party building;implemented "dual grid" management,and actively explored the mode of incorporating sinking party members into community management;Adopt the "points system" service method to further encourage sinking party members to actively participate in community service.Through a series of measures,the B community has achieved practical results in sinking party members to participate in community governance.First,it has solved the problem of insufficient grassroots service forces that are common in the community.Second,it has strengthened the party’s power among the masses and consolidated the party’s governance at the grassroots level.The third is to promote the formation of a multi-community co-governance pattern.However,since it has only been three years since the sinking party members participated in community governance activities,the relevant policies and working mechanisms are still being further improved and formulated,so there are some problems in the implementation process: in terms of party building leading community governance,the core role of community party organizations is not obvious.The party organizations in the districts do not pay enough attention,and the role of sinking party members is not prominent;in the community,the daily work burden of community workers is too heavy,their energy is insufficient,the team capacity is insufficient,and the community funds are lacking;in terms of community linkage and co-governance,diverse The information channels between the subjects are not smooth,the service supply is not sufficient,and the forms of cooperation are not rich;in terms of institutional mechanisms,the evaluation mechanism is not perfect,the supervision mechanism is not perfect,and the incentive mechanism is lacking.The existence of these problems leads to the fact that the role of sinking party members cannot be maximized in the process of participating in community governance.Based on the above problems,this paper proposes to:(1)strengthen the leadership of party building and improve governance efficiency;(2)optimize community strength and improve service capabilities;(3)deepen regional linkages and promote diverse co-governance;(4)refine institutional mechanisms and establish long-term mechanisms.
