Research On Government Supervision Of Social Responsibility Of Jiangsu Salt Industry

Government regulation is a fundamental guarantee for promoting market stability and sustainable development,as well as an important means of restricting,standardizing,and supervising the management of economic entities such as stateowned enterprises in our country.The frequent occurrence of "failures" in corporate social responsibility has become a hot topic of concern for academia and society since the 20 th century.General Secretary Xi Jinping has paid high attention and importance to the fulfillment of corporate social responsibility,leading to a series of important statements on corporate social responsibility.As a state-owned enterprise,Jiangsu Salt Industry has the obligation to actively assume social responsibility,especially since salt,as one of the lifelines of the national economy,is closely related to people’s lives.It is necessary to increase government supervision of Jiangsu Salt Industry’s fulfillment of social responsibility while pursuing profits.Only through comprehensive and effective supervision of Jiangsu Salt Industry’s fulfillment of social responsibility can we greatly ensure the quality and safety of salt,reasonable prices,consumer rights and interests,and stable salt supply,and to a certain extent,promote the healthy development of Jiangsu Salt Industry.Based on a thorough summary of the research progress and practical experience of relevant domestic and foreign literature,research has been conducted on how to enhance the quality and effectiveness of government supervision over Jiangsu Salt Industry’s fulfillment of social responsibilities,effectively promoting the healthy development of the industry.The affiliation of Jiangsu Salt Industry and its representativeness in the salt industry are introduced,based on government role theory,stakeholder theory,and government regulation theory,methods such as literature analysis,survey research,and case studies are employed.Through questionnaires and surveys,an investigation is conducted on the current situation and problems of government supervision over Jiangsu Salt Industry’s fulfillment of social responsibilities.The effectiveness of government supervision is elucidated from the perspectives of shareholder/debtholder interests,salt supply security,quality and safety,consumer rights and interests,green and low-carbon development,and so on.Through an analysis of the current situation,it is found that the government supervision over the fulfillment of social responsibilities by Jiangsu Salt Industry is not strong enough,the revision of laws and regulations concerning the fulfillment of social responsibilities is not timely enough,the application of regulatory means and results is not sufficiently reasonable,measures to integrate supervisory forces are relatively lacking,and the supervision of information disclosure quality and audit evaluation is not sufficiently in place,among many other issues.Each of these problems is analyzed for its underlying causes.In light of the existing problems and analysis of their causes,suggestions are proposed from a practical perspective to improve the government regulatory system for the fulfillment of social responsibilities by Jiangsu Salt Industry,seeking effective mechanisms for government regulation.The specific suggestions and strategies mainly include: increasing the importance attached to the supervision of social responsibility fulfillment,strengthening the institutional system for the fulfillment of social responsibilities,improving the assessment and evaluation system and the system of rewards and punishments,strengthening the combined efforts of stakeholders in supervision,and promoting the construction of the working mechanism for the supervision of social responsibility fulfillment,in order to promote the quality and effectiveness of government supervision over the fulfillment of social responsibilities by Jiangsu Salt Industry.
