A Study On The Government's Role In The Construction Of Corporate Social Responsibility

As an important subject in contemporary market economic activities,enterprises should not only pursue economic goals,but also accordingly fulfill relevant social responsibilities.However,fulfilling social responsibilities means to invest corresponding costs.As natural profit seekers,enterprises are less likely to take the initiative to undertake social responsibilities.In China,the coordinating role of government is very important in the construction of enterprise social responsibilities.This paper first summarizes the theories related to corporate social responsibility and government functions.Then the relationship between the government and enterprises is analyzed,while three functions of the government(regulation,supervision and public opinion publicity)when enterprises undertake social responsibilities are summarized.Given that the game between enterprises and the government when undertaking social responsibilities is not completely rational and the cognition of both sides is limited and dynamic,this paper builds a government-enterprise game model on the basis of evolutionary game theory,and specifically analyzes the relationship between various functions of the government and the construction of enterprise social responsibility.In order to make the research more consistent with China's national conditions and make the model closer to reality,this paper introduces the concept of public participation,analyzing the society-enterprise and society-government interactions.On this basis,a government-enterprise game model embedded in the social environment is established.According to the model analysis,it has been found government participation is the key condition for enterprises to fulfill their social responsibilities;The three functions of the government,namely regulation,supervision and public opinion publicity can all promote enterprises to fulfill their social responsibilities;When public participation reaches to a certain extent,it can effectively affect the state of the market;With the high cost of government participation in coordination,such as low efficiency,the government's willingness to participate in coordination will be affected.Based on analysis,this article summarizes the efforts of American and European governments in promoting the construction of enterprise social responsibilities and compares their government behaviors with China.Combining with the conclusion of game model,the defects in of Chinese government are analyzed.Measures are put forward from three aspects: scientifically defining the government functions,establishing relevant legislation system,and guiding the society to supervise the social responsibility of the enterprise.
