With the progress of society,the Internet has ushered in rapid development,mobile intelligent terminals and third-party payment has been popularized in all aspects,when we enjoy the convenience brought by science and technology,telecom network fraud also arises at the right time,telecom network fraud mainly uses the telephone,network and SMS to deceive others,obtain others’ property.Because telecom network fraud is characterized by non-contact,mobility and intelligent means of crime,it is impossible to deal with the problems caused by telecom network fraud by one department alone.Therefore,the governance of telecom network fraud needs the cooperation of multiple parties,and only under the cooperation of multiple parties can the occurrence of telecom network fraud be effectively curbed.So as to better protect the people’s property,safeguard the long-term peace and stability of the country.This paper takes "killing Pig Pan" telecom network fraud in District A of Shanghai as the research object.Firstly,by referring to relevant data,it analyzes the situation,main types of cases and related distribution characteristics of cases in District A of Shanghai in recent years.Secondly,guided by the theory of collaborative governance,this paper studies and analyzes the "pig-killing" telecom network fraud in District A of Shanghai by case analysis and investigation.It is found that in the process of "pig-killing" telecom network fraud in District A of Shanghai,due to the lack of internal professional and technical personnel,the single traditional means of attack,the slow response of internal operation mechanism,and the lack of frequent communication between public security organs and other administrative departments and industry subjects,Therefore,it is unable to form an effective joint force to control the "kill pig plate" telecom network fraud cases.The reasons for the above situation include lack of coordination among governance subjects,weak public awareness of prevention,and inadequate implementation of social organization responsibilities.In view of these problems and their causes,the following countermeasures and suggestions are put forward by referring to the governance experience of other advanced regions in China: optimize the collaborative governance effect among subjects,enhance the awareness of anti-fraud by playing a synergistic role,strengthen the supervision of relevant industries,and improve the social collaborative governance system.The "killing pig plate" telecommunication network fraud not only seriously endangers the social morality and integrity system,but also makes the victim’s money irrecoverable.Emotionally,the victim still has unrealistic illusions about the cheater.Psychological reluctance to admit that what the deceiver describes is an illusion of reality.Through in-depth and careful analysis,sorting out and exploring the reasons for the high incidence of such illegal and criminal cases and difficult to detect,this paper further eliminates the governance loopholes existing in the current mechanism and realizes the realization of functional departments at all levels.Able to work across the front,take the initiative to assume social responsibilities,and cooperate with multiple parties from the desktop to the action,and then achieve problem coordination,work linkage,and jointly build a higher level of safe China,improve the effectiveness of combating governance,and strive to reduce the incidence of telecom and network fraud crimes.,reducing the property losses of the people and eradicating the biggest hidden danger to property security in the current society,which have urgent practical significance for political stability,national financial stability,and people’s lives and work in peace and contentment.
