| In recent years,with the rapid development of information technology and the rapid rise of electronic finance and other industries,fraudsters take full advantage of the convenience of the network,virtual,geographical non-restrictive and real-time transfer of funds,integrating resources to form a telecommunications network fraud "industry chain",seriously disrupting the economic and social order,damaging the people’s property Security.The government has integrated social resources to focus on governance,but due to the imperfection of relevant laws and regulations,the need to improve the governance capacity of public security organs,the existence of loopholes in the supervision of enterprises,the lack of active cooperation,information barriers and other difficulties,the effect of collaborative governance is not satisfactory.In response to this situation,there is an urgent need to give full play to the advantages of multiple governance subjects themselves by optimizing the collaborative governance path and strengthening the synergy,which is conducive to the formation of a strong synergy in the governance of telecommunications network fraud.This paper first collects and systematically organizes the current status of domestic and foreign research,analyzes the connotation and application of collaborative governance theory,and clarifies the logical framework and research path of this study.Secondly,we take the collaborative governance of telecommunication network fraud in Y city as a sample,study the crime pattern in the past three years,and analyze the current situation of telecommunication network fraud and collaborative governance initiatives in Y city through questionnaire method and interview method,and summarize the main dilemmas encountered in collaborative governance at present: limitations of public security system and technical level,inadequate supervision of enterprises and deficiencies in publicity and education.The causes of the problems are analyzed in depth in the context of the collaborative governance model,mainly manifested in the insufficient motivation of multiple subjects to collaborate,the inadequate information sharing platform,and the need to improve joint action capability.Finally,combining with the actual situation,we propose optimized countermeasures: play the leading role of the government,change the thinking,improve the awareness of collaborative governance of multiple subjects,at the same time,strengthen communication and consultation,improve evaluation and incentive,in order to improve the collaborative motivation of multiple subjects;fully use the advantages of big data,improve the data access rate of social institutions,improve the information sharing platform,and strengthen the collaboration;improve technical support,strictly implement the responsibility system,strengthen early warning synergy,improve the ability of multiple subjects to act jointly,promote the implementation of collaborative action,and improve the effectiveness of collaborative governance. |
