With the rapid development of the digital economy,data has become the new type of resources for countries to focus on.Data flow has become increasingly frequent,which has profoundly affected the global economy pattern.In order to balance the benefits of safeguarding national sovereignty,releasing data dividends,and protecting personal rights,countries have gradually explored the establishment and improvement of unified cross-border data flow regulation systems.The regulations for cross-border data flow in China show fragmented situations,including laws,administrative regulations,departmental regulations,and standard guidelines have regulations.Based on my country’s national conditions,the cross-border flow regulation system for socialism with Chinese characteristics must be realized.In the domestic aspect,a unified data cross-current regulatory system should be established.We need to identify important data,conduct cross-border flow regulations for data classification of different levels and improve data outbound security assessment and personal information standard contract.Professional institutions that have no implementation of the protection certification system formulate implementation plans as soon as possible,and strengthen technical and regulatory support.Internationally,it should actively carry out cross-border cooperation and exchanges between data among the country.The deficiencies in domestic regulation includes the lack of specific data grading classification basis,data outbound security assessment and standard contract that recently officially introduced need to be further improved and unknown obligations of data flow.It is necessary to put forward targeted suggestions for the above issues.Suggestions include formulating data grading classification standards,refining data outbound security assessment,refinement of collection and generation,regulating the re-transfer problem,clarifying the definition of quantity splitting and definition of the scope of the main body of data flow.
