| The rural minimum subsistence guarantee system(hereinafter referred to as the rural subsistence allowance)is a very important part of China’s rural social security system,bringing real protection to the vast number of poor families in rural areas.Rural subsistence allowances are related to people’s livelihood and well-being,not only a policy issue,but also a social issue.This paper summarizes through literature research and case study method,and finds that there are problems in the implementation of rural dibao policy,such as policy dependence and insufficient policy coverage,weak comprehensive quality of target groups,policy implementation efficiency to be improved,and policy environment to be optimized.This paper focuses on "one main line,four variables"."One main line" refers to the implementation of the rural dibao policy in S town in Inner Mongolia,and the "four variables" are based on the Smith model,closely combining the four variables of idealized policy,implementation agency,target group and environmental impact to study and analyze the implementation of the policy.In the process of writing the paper,the author consulted the internal information and data of S Town,carried out questionnaire surveys and in-depth interviews,and mastered a wealth of first-hand information and interview materials,which provided strong support for the research work.By sorting out the implementation status of the dibao policy in S town in Inner Mongolia,analyzing the reasons for the implementation dilemma,and summarizing the advanced experience in some regions at home and abroad,the countermeasures and suggestions in four directions of clarifying the goals and standards of the dibao policy,improving the overall literacy of villagers,improving the implementation ability of the enforcement agency,and creating a good implementation environment are put forward,so as to provide reference for improving the implementation efficiency of the rural dibao policy. |
