Research On The Management Of Rural House Sites In Y Town,Zhenjiang City

Homestead is a special right granted to rural farmers by the government of our country.Although the law clearly belongs to the village collectives,many people believe that homestead is their own private property and cannot be moved or taken back at will due to various historical reasons.In recent years,the state has introduced homestead-related systems and policies,and even a small number of villages have begun to issue real estate certificates on a trial basis.But most townships still shy away from homestead-related work.First of all,this paper introduces the concept of homestead and the process of homestead reform and development since the foundation of the state.By means of literature analysis,field interview and questionnaire survey,the basic situation of homestead management in rural areas is understood in detail,the present situation of homestead management in Y town of Zhenjiang is introduced in detail,and the problems and causes of homestead management in Y town are analyzed in detail.On the basis of some exemplary experimental innovations such as Kunshan City and Deqing County,some ideas and countermeasures are put forward for township management.Finally,the paper puts forward some concrete countermeasures to the management of the homestead in Zhenjiang City:(1)Promoting the registration and issuance of the real estate registration of the rural "property as one" in an all-round way;(2)Exploring homestead marketization mechanism;(3)Comprehensive integration of land preparation;(4)Determination of the spatial layout of homestead in conjunction with village planning;(5)Strengthening the construction of homestead management team.
