Research On Optimization Of Administrative State-owned Assets Management In W City

With the deepening of China’s government system reform,the scale of administrative state-owned assets has gradually increased as the government’s input and output to public utilities and public services continue to increase.In 2021,the first administrative regulation on the management of state-owned assets for administrative purposes in China was enacted.In 2021,China’s first administrative regulation on the management of state-owned assets for administrative purposes,the Regulations on the Management of State-owned Assets for Administrative Purposes,was officially implemented,creating a new situation of rule of law and standardisation in the management of state-owned assets for administrative purposes.As the government department responsible for the management of state-owned assets,the finance department has the major responsibility for the comprehensive management of state-owned assets.Based on the perspective of the financial department,this paper adopts the methods of literature review,field investigation,comparative research and inductive analysis to analyze the problems of unclear asset base,weak asset base management,lax asset life cycle management,inefficient operation of public property warehouse and other three warehouses,and the information system to be optimized,while W Municipal Finance Bureau has made certain achievements in the management of administrative state-owned assets,The main reasons for these problems are: problems at the ideological level,unsound management system,insufficient asset supervision and restraint,insufficient information construction,lack of professional management team,etc.Finally,based on the advanced experience at home and abroad,this paper puts forward the measures to optimize the asset management of W Municipal Finance Bureau: first,change the management idea and improve the management initiative;Second,improve the management system and enhance the standardization of management;Third,improve the financial supervision mechanism and strengthen the management constraint;Fourth,improve information construction and promote management precision;Fifth,strengthen the construction of management team and improve the professionalism of management personnel.
