Research On Multi Subject Participation In Community Governance Under The Background Of Intelligent Community Construction

Community is the basic unit of society,and its governance capacity directly affects the overall level of governance in society.Promoting the modernization of the governance system is the goal at this stage,so higher requirements are put forward for the process,content,and efficiency of community governance.In order to adapt to the current development background,the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed the need to strengthen and innovate social governance,improve the social governance system of party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal protection,and technological support,and point out the direction for current community governance.Efficient community governance should be based on scientific and technological means,a sound pluralistic participation mechanism,and effective consultation and cooperation between all parties as the foundation to achieve community co construction,co governance,and sharing.The construction of smart communities plays a crucial role in promoting the reform of urban management systems and the modernization of urban governance.On the one hand,relying on various information technologies and intelligent equipment,smart communities can effectively meet the needs of community governance at the administrative level,helping to optimize community governance models and improve community governance efficiency,providing new ideas for solving community governance dilemmas;On the other hand,smart communities have developed new paths for building community collaboration networks,which can help achieve the goals of community community building.How to achieve an organic combination of "software" and "hardware" in community development has a significant impact on improving the efficiency of community governance in reality.Therefore,this paper explores how to effectively promote multi subject participation in the context of smart community construction to achieve community co governance.The paper adopts literature analysis,questionnaire,and interview methods,based on the definition of smart community,Community Governance and community multi governance,the paper selects J Community in Binhai New Area of Tianjin as the research site.During the research,it found that J Community mainly promotes the participation of multiple subjects through smart party building,broadening the participation boundary by relying on intelligent platforms,and promoting the participation of multiple subjects by taking accurate service supply as the guidance.However,during the author’s research,it was found that the participation of multiple subjects in J community has also shown a series of difficulties,including unstable vertical co governance structure of multiple subjects,weak willingness to share horizontal responsibilities,insufficient persistence of linkage between multiple subjects,and difficulty in breaking through organizational barriers.By combining the theory of multi center governance,cooperative game theory,and good governance theory,it is found that the underlying reasons are mainly due to the lack of a stable linkage mechanism between multiple entities,the lack of incentive mechanisms for participation by multiple entities,insufficient connectivity between intelligent platforms and multiple entities,and the instability of smart community technology.By drawing on the shared community in Chancheng District,Guangdong Province,Hehe Zhizhi Community in Luqiao District,Taizhou City,and Lianmeng Tongzhi Community in Haidian District,Beijing,we summarize the experience and practices of promoting community diversity and co governance in other regions under the background of smart community construction.Based on this,countermeasures are provided to address the problems in J community,which can be divided into three levels:subject,mechanism,and technology.At the subject level,the main goal is to clarify the roles and objectives of multiple subjects and promote diversified co governance;At the mechanism level,we should rationalize the governance mechanism and build a Community Governance community;At the technical level,it is necessary to use modern technological means to build a multi agent cooperation network,hoping to provide some help in solving the dilemma of community co governance.
