Research On The Path Of Y City’s Private Compulsory Education Development Under The Background Of The Implementation Regulations On The Promotion Of Private Education

Private compulsory education is an important supplement to China’s compulsory education and plays an important role in China’s education system,especially in the reform and development of compulsory education.However,with the development of economy and society,there have been many chaos and obstacles to the development of private education in the private education market.In order to solve these problems,The State Council issued the newly revised "Regulations on the Implementation of the Law of the People’s Republic of China on the Promotion of Private Education",the issuance of this document marks the completion of the top-level design of private education.But there is still a long way to go before the law is fully applied.By means of literature research,questionnaire survey and case analysis,this study conducted a field survey on the private compulsory education schools in Y city by participating in the annual evaluation.At the same time,a questionnaire survey was issued to understand the parents’ views on private compulsory education.According to the requirements of the Implementation Regulations on private compulsory education,the painful difficulties in the development of Y city’ private compulsory education in the reform period under the background of the revision of the Implementation Regulations were concluded based on the comprehensive literature,research and questionnaire results.According to the evaluation results,this study also selected H school,one of the six schools participating in the evaluation of Y city’s private compulsory education schools,as a typical case of excellent and good-at-running-school-by-law school,and analyzed its management methods to provides experience and reference for the overall development of Y city’s private compulsory education.Based on the difficulties existing in implementing the Implementation Regulations of Y city’s private compulsory education and H school’s advanced managing experience,this study puts forward the development path in the perspective of different subjects of Y city’s private compulsory education after the revision of the Implementation Regulations,including administration,school,teacher,society and family,in order to promote Y city’s private compulsory education,in accordance with the specifications,as well as for other similar areas,run by the local compulsory education development to provide reference and promote the development of national private compulsory education,and finally realize the high-quality development of China’s compulsory education.The road to the development of private compulsory education is hard and long.Even with the Implementation Regulations as the basis for standardized development,the implementation of private compulsory education still depends on the government,the society,the private compulsory school and everyone participated in the private compulsory school.Policies should be formulated from top to bottom as well as implemented from bottom to top.So as to ensure the high-quality development of private compulsory education in the new era with the new policy.
