A Policy-based Study On Bridging The Digital Divide Among Urban Older Adults In Fuzhou

As one of the first “smart city” pilot projects,Fuzhou,whose urban governance system has been constantly innovated,the intelligent public service system has been gradually improved,and intelligent technologies such as cloud computing and big data have been constantly integrated into citizens’ lives.As the post-epidemic era comes out,the pace of urban intelligence and digitization is speeding up,the government’s digital management ability has been continuously improved,and the digital governance system has been gradually improved,providing intelligent,rapid and convenient public services for Fuzhou residents.However,some elderly citizens are less integration into the digital society due to age,psychology,ability and other factors,therefore urban older adults are caught in the pressure of digital integration,and then the digital divide of urban older adults is further revealed.The study on policy-based bridging of digital divide among urban older adults in Fuzhou has positive significance for Fuzhou city to enhance the inclusive digital public service,build digital products and digital service industry for the elderly,satisfy the digital needs of urban older adults,and explore the governance of the digital divide.The solution of this administrative problem is conducive to the active integration of urban older adults into the information era,enjoying digital life and forming a long-term mechanism to bridge the digital divide of urban older adultsTaking the digital divide of urban older adults in Fuzhou as researching themes,taking the policy tool theory and public service theory as the theoretical basis,combined with the background and current situation of the digital divide for the urban older adults in Fuzhou,the study conducts a textual content analysis of policies for bridging the digital divide in the elderly.NVivo11 software was used to construct a two-dimensional analysis framework of policy tools and themes of policies to bridge the digital divide among the elderly,and to summarize the shortcomings of policies to bridge the digital divide among the elderly in four aspects: the structure of policy tools,the maturity of policies,the degree of policy refinement,and the effectiveness of policies.Based on the current situation of the digital divide among the urban older adults in Fuzhou and the results of the policy text analysis,we propose policy ideas and action strategies for the Fuzhou government to bridge the digital divide among the urban older adults and promote the innovation of the governance of the digital divide among the elderly.
