| Smart city construction is one of the global development trends in recent years,intelligent technology is being fully integrated into all areas of human life and the whole process with new ideas and new models,but also to bring a wide range of profound impact on human life.China is in line with the trend of smart In response to the development trend of intellectualization,China proposes to establish a new pattern of standardized and orderly smart city construction and accelerate the construction process of digital China.As one of the groups in the transformation development of smart cities,the elderly need to access and use digital information resources,participate in the production process of smart city construction,and integrate into the process of smart city construction,actively express their opinions and demands on the transformation construction of smart cities,jointly promote the transformation development of smart cities,and enjoy the digital dividends of urban development,so it is of great theoretical and practical significance to protect the digital rights and interests of the elderly.Therefore,it is of great theoretical and practical significance to protect the digital rights and interests of the elderly.However,while vigorously promoting the construction of smart city transformation,it can be found that the disadvantaged groups,including the elderly group,cannot adapt to this rapid development,and the digital rights and interests of the elderly are not protected,and the problem of digital divide has emerged.The intersection of smart city transformation and aging aggravates the problem of digital divide inclusiveness,so it is urgent to help the elderly cross the digital divide and solve the problem of digital divide inclusiveness.Therefore,this paper explores the digital divide of the elderly in the context of smart city transformation through the lens of inclusiveness.Using three research methods:semi-structured interviews,case studies and participant observation,the current situation of digital rights and interests of the elderly is divided into three dimensions:the status of access to digital information resources,the status of meeting the needs of digital life services and online participation in governance,by combing policy documents and interview results.Guided by the interview results and the summary of the current situation,this study continues to analyze the inclusion problems embodied in each of the three divisions of the digital divide,and finds that there are problems of instrumental inclusion caused by technical access barriers,spatial inclusion caused by restricted access to public services,and participation inclusion caused by marginalization of participation in shared governance,respectively.In order to reveal the causes of these digital divide inclusion problems,this paper analyzes the mechanisms of the problems from the perspective of inclusive governance,and finds that these inclusion problems are caused by the insufficient "anchoring" of government digital service supply,the imperfect government policy system on the protection of multiple digital rights and interests of the elderly,and the inadequate system of inclusive digital participation and co-governance.The study found that these inclusiveness problems are caused by the inadequate "anchor orientation" of government digital service supply,the imperfect government policy and system on the protection of multiple digital rights and interests of the elderly,participation inclusion caused by marginalized voice channels..In order to reveal the causes of these digital divide inclusion problems,this paper analyzes the mechanisms of the problems from the perspective of inclusive governance and finds that these inclusion problems are caused by the incompatible value concept of government digital governance and the lack of human-centered concept,the lack of precision of government service provision in multiple digital scenarios and the inadequacy of inclusive digital participation and governance system.In order to effectively solve the above-mentioned inclusion problems,it is necessary to take the problems and causes as the guide,explore the digital service supply method based on the demand response of the elderly group,build an inclusive and friendly environment that actively supports the digital learning of the elderly,and create a new pattern of digital inclusion participation and governance through the collaboration of multiple entities,improve the digital governance capacity and governance level of the government through multiple measures,guarantee the digital service supply in multiple scenarios,and build a highly inclusive smart city. |
