Research On The "Standard Competition" Mode Of The Incentive Mechanism Of Grass-Roots Cadres

In the new era,improving the effectiveness of government governance and building a service-oriented government are important elements of the modernization of the national governance system and governance capacity,and political incentives are the key means to effectively improve the effectiveness of government governance and build a service-oriented government.The current research on incentive mechanism of government officials mainly focuses on promotion tournament,but in recent years,the incentive effectiveness of promotion tournament is showing an obvious trend of weakening,and grassroots cadres face the incentive limitation of promotion "ceiling" and the lack of incentive effectiveness of non-central work,which makes it unable to adapt to the incentive requirements of officials under the construction of service-oriented government.The development requirements of service-oriented government.With the further development of governmental governance,it is found that the policy implementation of grassroots cadres in the real situation has a different logic of action from the expected result of tournament incentive.This paper argues that the attainment tournament is an effective incentive mechanism to promote grassroots cadres’ policy implementation and progress of non-central work.The attainment tournament is a new interpretation of the incentive mechanism of grassroots government.Firstly,this paper explains the connotation,characteristics and operation logic of the standard-achieving competition.It follows the logic of "avoiding responsibility first and showing merit later",which can effectively relieve the pressure of policy implementation faced by grassroots cadres and promote the implementation of policy goals on the ground.At the same time,it also better adapts to the problem of unbalanced incentives for non-central work under the pressure of multiple government tasks.Then,we take the work of "poverty alleviation" in X County as a case study to present the operation process of the standard-achieving competition in the real situation.The context of the implementation of the policy of "winning the war on poverty" is analyzed,and then the case of X County is used to present the impact of the logic of the competition on the grassroots cadres’ response to the policy of poverty eradication,and the results of the policy pressure-driven competition to effectively promote the implementation of the policy of X County.Finally,the limitations and optimization directions of the pressure-based system are explored.The weakened focus of attention and inertia of the grassroots government in the process of running the Race to the Top,as well as the involution of the Race to the Top and the secondary risks derived from the Race to the Top will increase the problems of grassroots governance.Therefore,the grassroots government must prevent the problem of dysfunctional distribution of grassroots cadres’ attention under the standard competition,strengthen the leadership of grassroots party building to improve the effectiveness of grassroots governance and deepen the value judgment of grassroots cadres’ behavior in order to effectively avoid the dilemma of the operation of the incentive mechanism of the standard competition.
