Research On The Implementation Of Investment Attraction Policy Of Fengdong New City Advanced Manufacturing Industrial Park Of Xi’xian New District

As an important bearing platform for economic development,industrial parks can effectively drive the synergistic development of all related industries,promote the formation of industrial clusters,and help the sustainable development of the local economy.In promoting the economic development of industrial parks,especially manufacturing parks,investment attraction is an important focus and breakthrough.As an important part of investment promotion,industrial support policy plays a pivotal role in promoting communication and negotiation between enterprises and projects,landing and putting into operation,and optimizing the business environment,which is a key move related to whether investment attraction can be better and stronger.Therefore,it is of great practical significance to study the implementation of investment promotion policies in industrial parks in a region,analyze the problems that exist in the process of policy implementation,and give effective countermeasures to solve them.This paper takes the implementation of investment attraction policy in Fengdong New City of Xi’an New Area as the research object,takes the domestic and foreign industrial investment policy research discourse and public management related literature as the theoretical basis,adopts various research methods such as interviews and questionnaires,conducts a more detailed investigation and understanding of the current situation of investment policy implementation,and summarizes the analysis of Advanced manufacturing industrial park according to the survey results and finds that in the investment The main problems of policy implementation are: firstly,the duplication of investment policies,high dependency,and poor timeliness of formulation and introduction;secondly,the lack of articulation of the implementation body,the lack of professionalism and business ability of the implementation personnel,and the imperfect supervision system of the implementation department;the uneven quality of the implementation object,the lack of attention and understanding of the policy,and the poor communication between government and enterprises;fourthly,the implementation environment,the overall planning of the park The progress is slow,the business environment needs to be strengthened,and the willingness to invest is low.Through the analysis of the problems in the current situation,the main reasons for theimplementation of investment policies in the Advanced manufacturing industrial park are:the shortcomings in the overall formulation of investment policies,the lack of universality in the formulation of policy content,the lack of coordination and cooperation of policy implementation departments,the need to improve the business ability of policy implementation personnel,the lack of perfection in the supervision system of policy implementation,the lack of access audit for enterprise attraction,the lack of strong policy publicity,the lack of perfection in building a win-win system for government and enterprises,infrastructure construction still needs to be strengthened,policy environment construction needs to be enhanced,policy changes and uncertainty in the external environment,and a series of other reasons.In the view of problems and reasons,this paper suggests that Fengdong New City Advanced Manufacturing Industrial Park should start from the design and formulation of investment policies,strengthen the characteristics and universality,optimize the institutional mechanism of the executive body,strengthen the cultivation of investment personnel and policy supervision and assessment,improve the communication channels between the government and enterprises,enhance the quality of attracted enterprises and strengthen the publicity of investment policies,and improve the business environment of the park.This paper takes the study of the problems and countermeasures of the implementation of investment attraction policy in Fengdong New City of Xi’an New District as a breakthrough point,and through the proposed solutions,hopes to better promote government management departments to take investment attraction as an important grasp of regional economic development,continuously deepen the industrial policy as a booster of this investment attraction and social development,improve the regional business environment,speed up the landing of high-quality enterprise projects into production,and promote the high-quality development of regional economy and society.
