Research On The Current Situation,problems And Countermeasures Of The Support Policies Of Yinchuan Industrial Park

Yinchuan City,as a backward area of economic development,industrial park is an important carrier of Yinchuan economic development,but also an important platform for the development of industrial agglomeration.As a kind of organization form of government setting up stage and enterprise singing,the construction and development of industrial park cannot be separated from the policy function of government.The industrial parks with the highest economies of scale in China are closely related to a series of supportive policies for industrial parks that are adapted to local conditions and keep pace with The Times.This paper studies the policy support of zhongguancun innovation and entrepreneurship science and technology park in yinchuan,Use investigation method,literature research method and case study method to investigate and analyze.The survey covers investment and financing policies,tax and fee reduction policies,science and technology innovation and industrial development promotion policies,and talent policies.It is concluded that the main problems existing in the supporting policies of yinchuan industrial park are as follows: imperfect investment and financing policies,difficult financing problems of enterprises;Tax preferential policies are not equal in all parks,and a few parks haven't issued tax preferential policies for years.The development of the park is short of macro guidance policies,talent introduction policies are not sound,related management units lack foresight,conservative decision-making behavior,etc.And from the government,the park operation management unit,the enterprise own three dimensions to analyze reasons,and finally adjust measures to local conditions puts forward the support policy recommendations to promote the development of yinchuan industrial park: build a diversified investment and financing policy system,the government macro guidance of the development of the industrial park policy,optimizing park introducing talents training policy,improve industrial park guide innovation policies.
