Research On Party Building Leading Rural Governance In H Street,Wulian County

Rural governance is the cornerstone of national governance and an important component of the modernization of the national governance system and governance capacity.The report of the 19 th National Congress of the Communist Party of China proposes that the strategy for rural revitalization should be based on the overall requirements of "thriving industries,livable ecology,civilized rural culture,effective governance,and affluent living",with "effective governance" as the foundation.Since the implementation of the national rural revitalization strategy,although significant achievements have been made in various aspects,there are still many "pain points,difficulties,and obstacles" in rural governance,such as weak grassroots organizational capabilities,lack of legal concepts,and imperfect rural autonomy.As the "backbone" of promoting rural governance,rural grassroots party organizations are the key to implementing the Party Central Committee’s various policies and guidelines for rural areas.Therefore,consolidating the core leadership role of rural grassroots party organizations in rural governance,playing their leading and balancing roles,will directly determine the effectiveness of rural governance.This article adopts the literature analysis method to focus on sorting out the models and path choices of grassroots party building leading rural governance.Through case analysis,it explores the practical path of party building leading rural governance,and through questionnaire survey,it deeply understands the leading role of rural grassroots party organizations in rural governance;Using modern organizational theory and rural governance theory,while emphasizing the optimization of the internal structure of the rural governance system,emphasizing the impact of the external environment.Through the study of the specific case of N Village in H Street,Wulian County,this study found that there are still a series of problems in rural grassroots party building in leading the process of rural governance,such as weak party organization construction,insufficient institutional driving force for governance,and weak rural governance capacity.It is believed that the continuation of traditional organizational administrative mode and the weak foundation of rural governance institutional construction are not strong The main reason for the above problems is that the rural governance system with diverse participation is not yet sound.On this basis,countermeasures have been proposed to improve the leadership of party building in rural governance: firstly,focusing on improving organizational strength and strengthening the leadership of party building functions;Secondly,based on sound systems,promote the standardization of governance order;Thirdly,with the goal of "effective governance",build a diversified co governance system.Research has shown that effective rural governance is an important aspect of modernizing the national governance system and governance capacity;The key to rural governance lies in its effectiveness,rather than pursuing a unified standardized approach and implementation path as the goal;To revitalize the vast rural areas,the key lies in carefully studying and summarizing the advanced experience and successful practices of various regions in rural governance,and combining the actual conditions and characteristics of the local area to explore and form rural governance models that are tailored to local conditions.
