Handheld social insurance payment service is a payment service reform initiated by Jin Zhou state administration of taxation based on the background of epidemic prevention and control and the modern service system featuring wisdom and collaboration.It helps payers building a safe 、 convenient and efficient service platform,and integrates mobile internet technology with social insurance payment service,and faces the difficulties existing in payment service at the present stage.It has promoted the progress of social insurance payment service and improved the efficiency and quality of payment.The transformation of the traditional payment service into a more mobile and convenient handheld payment service is conducive to reducing the staff gathering in the tax service hall,reducing the risk of epidemic transmission,further optimizing the tax business environment,improving the government’s work efficiency,making it convenient for the public to pay,and further improving the satisfaction of the payers.Jin Zhou,as a pilot city in Liao Ning province,has made some achievements,but there are still some problems and there is space for further optimization and improvement of the payment service.Therefore,to sum up and summarize the problems and causes of the handheld social insurance payment service in Jinzhou,and in the light of the current operational status of the handheld service,it is of great practical significance to explore the countermeasures to further improve the service level of handheld management.Based on the theory of service-oriented government,the theory of new public service and the theory of digital governance,this paper clarifies the core concepts and their connotations,such as handheld,social insurance payment service and so on,the main problems of Jin Zhou’s social insurance payment system,including the need to improve the role of information technology in supporting payment services,the limitations of the payment population,the lack of convenience in consulting services,the mismatch between the supply and demand of policy propaganda and counseling,and the lack of coordination among departments,are summarized,the causes of the above-mentioned problems are also analyzed.Therefore,in order to realize the further improvement of Jin Zhou’s social insurance payment handheld service,after further analysis,the author puts forward a number of countermeasures to enhance the handheld service of social insurance payment,the following four aspects are explored: first,to optimize the construction of the handheld information platform;second,to expand the functional construction of the handheld platform;Fourth,define the responsibilities of the department to optimize service cooperation.At the same time put forward to expand the handheld to pay the crowd from the natural person to the unit to pay for the full coverage of this innovation point.
