| Youth sports have always been the object that the party and the state attach great importance to.As a policy that reflects the will of the country,there are naturally many.However,with regarding to the high level of attention at the national level,the effect of the policy is not satisfactory.Judging from the current practice of juvenile sports development in our country,there are still some problems in the development of China’s juvenile sports,such as the layout,physical quality,and supply of resources.From a specific perspective,the high rate of visual acuity among adolescents,the persistent increase in the proportion of obesity and overweight,the decline in cardiopulmonary function and athletic ability,and the low level of participation in sports have seriously hampered the development of China’s sports undertakings and the realization of China’s strategic goals for health.This has also revealed a few problems with China’s youth sports policy.Therefore,to study and understand the characteristics of the development of youth sports policies since the founding of the People’s Republic of China and its development characteristics is an important way to improve and perfect China’s youth sports policy system and promote the modernization of China’s youth sports management.This article adopts policy text analysis method,literature data method,historical research method and other research methods,from the perspective of history,combined with the policy environment,using the important policies and regulations documents of youth sports as clues,showing the origin,evolution and development of youth sports policy.The history of the history is divided into five phases:policy creation and selection(1949-1956);policy development(1957-1977);policy restoration and innovation(1978-1992);policy democracy and legality Development(1993-2007);Policy Enhancement and Prosperity(2008-2017);and the analysis of the number,text and text of the youth sports policy texts at each stage;Eventually,from the policy environment,policy objectives,policy value orientation,and policy measures,the evolutionary rules of China’s youth sports policy are summarized as follows:1)The policy environment changes from the influence of the political system to the internalization of the external system;2)The policy value orientation shifts from the national standard to the human standard;3)The policy measures change from the emphasis on decision-making applicability to the scientific and oriented decision-making;4)Always highlight the important status of "health first";5)Always maintain the balance and non-balance Balanced state of coexistence,and put forward problems in the construction process of youth sports policy.Based on the above analysis,it is believed that the future development direction of China’s youth sports policy is to strengthen the legal effectiveness of policies and standardize the development of youth sports;focus on the pertinence and effectiveness of policy content;coordinate the use of government and non-government forces and increase the cooperation among policy subjects.Degree and efficiency;establish an effective assessment system for young people. |
