| From the perspective of institutional change,the research on the training system of competitive sports reserve talents is of great significance to clarify the context of competitive sports reserve talents training,clarify the realistic development dilemma,and explore the future reform and breakthrough.Using the methods of literature review,expert interview,historical analysis and case study,based on the analysis paradigm of historical institutionalism,this paper studies the changes of China’s competitive sports reserve personnel training system since the founding of new China.Specifically,this paper systematically combs the evolution of competitive sports reserve talents training system,and explains the system evolution logic from the macro,meso and micro logical levels according to the Historical Institutionalism Analysis Paradigm,and puts forward the future evolution trend and promotion path of the system,so as to point out the direction and provide effective strategies for the future reform of competitive sports reserve talents training system in China.The main conclusions are as follows(1)China’s competitive sports reserve personnel training system evolution process presents a magnificent picture of change.Taking the changes of major policies,directions and administrative measures in the training system of competitive sports reserve talents as the node,this paper divides the change track of the training system of competitive sports reserve talents in China for more than 70 years since the founding of new China into the initial period(1949-1965),stagnation period(1966-1977),consolidation period(1978-1985),adjustment period(1986-1991),exploration period(1992-2007)and development period The deepening period(from 2008 to now)consists of six stages.(2)The training system of competitive sports reserve talents in China follows the triple compound evolution logic of "structure,history and action".The institutional change is not only affected by the structure of the institutional environment,but also by the path dependence formed in a long period of history and the time elements such as accidental events and key nodes in a short period of time.At the same time,the actors can also deeply influence the institutional change through their own value preference and the behavior game between the actors.(3)From the perspective of structural change,the formation of the system is deeply affected by its formal or informal institutional background and other political variables.The adjustment of ideological environment,the change of power management mode,the transition of economic system foundation and the drive of foreign demonstration effect are the macro deep structure behind the institutional change of competitive sports reserve talents training The main reasons are the self strengthening of policy makers,the obstacles of inherent institutional stakeholders,the high cost of institutional transformation,and the learning and synergy effects of policies.In addition,four key nodes have emerged in the 70 years’ evolution of the training system of competitive sports reserve talents,which has brought about four typical institutional transformations.From the perspective of autonomous transformation,institutional actors have a dynamic role in shaping the evolution of the training system of competitive sports reserve talents.The multi-dimensional game interaction between the government(sports department and Education Department),social organizations,markets and individuals(athletes)based on their own interests,promotes the evolution and improvement of the competitive sports reserve talent training system.(4)Looking forward to the future,the training system of competitive sports reserve talents in China should be transformed and optimized in many ways,from"instrumental rationality" to "value rationality" in value orientation,from "efficiency logic" to "benefit logic" in goal pursuit,from "single subject" to "multiple subjects" in training subject,and from "top-down,to "combination of top and bottom" in change mode,In terms of security support,it has changed from "system guidance" to "rule of law".(5)Under the background of building a sports power in the new era,reserve personnel training system should take the initiative to reform and seek innovation,and develop in a more fair,efficient,comprehensive and sustainable direction.This paper puts forward the following promotion paths:responding to the development of the times,enhancing the coupling degree with the macro institutional environment;paying attention to the key nodes,grasping the favorable opportunity of institutional change;breaking through the path dependence,advancing with the times,boldly changing and seeking innovation;standardizing the behavior of the main body,creating a pattern of multi-agent collaborative governance. |
