In recent years,the rapid development of online social media has broken the communication landscape dominated by traditional media.The public has the dual identity of the sender and the recipient.Traditional agenda setting has been greatly challenged.In this context,the power game between the media agenda and the public agenda has become the focus of scholars.The third level of agenda setting.That is,network agenda setting came into being.On the one hand,this paper is based on network agenda setting,trying to verify the applicability of network agenda setting in the new media era,and enrich the application fields and case samples of the theory.On the other hand,the "three-child birth" policy is a timely response by the Party Central Committee to the transformation of my country’s population growth pattern,and it has caused heated discussions on Weibo since its announcement.Under the game of various public opinions,sorting out the public sentiment and public opinion of the"three-child birth" policy has an important reference role in promoting the implementation of the policy.As a controversial population policy,how did the media and the public construct an agenda network?Are they related to each other?What position did each show?What are the influencing factors behind it?In this context,starting from the communication effect,this paper attempts to construct a network communication map of the media agenda and the public agenda using methods such as social network analysis,text analysis,and in-depth interviews.Regarding the online agenda setting of the "three-child birth" policy,this paper mainly has the following findings.First,the media use agenda setting to shift focus.The media agenda and the public agenda not only maintain a high degree of consistency,but also have differences that cannot be ignored.Second,the public uses Weibo to actively set marginal agendas.On topics involving public policy,the media agenda tends to report on official positions,while the public agenda tends to focus on individual positions.When their ego needs are not met by information,they tend to proactively set an agenda.Third,the media and the public’s network agenda setting effect is interactive.According to the QAP correlation analysis,the media agenda and the public agenda are positively correlated,and the two cooccur and resonate.The application of network agenda setting in the context of our country has been verified.In addition to this,this article digs deeper into the factors that influence the network of media and public agendas.Through research on people of different gender,age,marriage and childbirth,this paper concludes that the broadening of participation channels and reality anxiety are the reasons for the public to set a marginal agenda.Reviewing the research process,this paper also finds that the media agenda network has the phenomenon that the agenda is too concentrated and public opinion guides one size fits all,while the public agenda shows irrational and weak emotional dissemination.In this regard,this paper puts forward a strategy for the media to focus on logical connections and establish a whole-process thinking,and puts forward suggestions for the public to improve media literacy,and use media channels to reasonably express personal appeals.
