Rural preschool education is a part of importance in rural public service system,and the rural preschool development has drawn the government’s attention during recent years.The goal of rural preschool educational development in the central policy has been continuously upgraded and improved from overall capacity expansion to comprehensive quality improvement.The fiscal expenditure in rural preschool education,as one of the policy tools to develop rural preschool education,has made great progress.However,due to the poor foundation,excessive historical debts and undefined fiscal expenditure of governments at all levels,the rural preschool finance is insufficient and the burden is high in rural preschool families.There are still major gaps between rural preschool education and that of urban in the fiscal amount and structure.Therefore,we should optimize the use of financial incentive tools and better promote the implementation of rural preschool education policies.Thus,the aim of this paper is to promote the preschool public service improvement of rural areas so as to meet the quality of urban preschool school.In order to analyze and summarize a series of problems existing in China’s rural preschool finance,the paper compares the financial revenue and expenditure structure of rural preschool education with that of urban,by studying China’s 2011-2019 statistical yearbook of education funds and that of 31 provinces.As is known to all,the causes of the problem can be manifold.While starting from the perspective of policy tool selection,this paper studies the policy tools of the nationwide and provincial level,and then seeks the problems existing in the implementing of the overall policies of rural preschool education in China.Afterwards,the paper comes to the conclusion that relevant standards are incomplete while implementing the financial policy of rural preschool education in the central and various provinces.More policy tools are needed to coordinate with the fiscal expenditure,and there should be more use of modern policy tools.This paper proposes that while implementing the rural preschool financial policy,we should pay more attention to the establishment of the standards and give more supervise to the fiscal expenditure.Furthermore,diversified policy tools should be used to improve the fiscal expenditure efficiency,and modern tools such as informatization should be more applied.Specifically,in addition to the upgrading and improvement of fiscal incentive tools themselves,we should pay attention to the use of other policy tools in coordination with them.Firstly,we should build a solid legal system for the fiscal expenditure of the rural preschool education.Secondly,we should formulate the basic standards of preschool fiscal expenditures,and use management tools to improve the efficiency of the fiscal expenditure of rural preschool education.Thirdly,the policy publicity platform and relevant supervision system should be used.Fourthly,a long-term financial subsidy system should be implemented to cultivate and train rural teachers so as to assist the long-term and stable development of rural preschool education.
