With the development of education reform,the traditional family structure has changed to the nuclear family,the "Where Students Go After School" have become a problem,the demand for after-school care and education by parents has increased sharply.In order to solve the practical needs of "The Half Past Three Problem",in March 2017,the General Office of the Ministry of Education issued the "Guiding Opinions on Doing a Good Job in After-school Services for Primary and Secondary School Students" to guide the active promotion of after-school services across the country.In response to the policy call,H County,Shanxi Province,began to implement after-school services in May 2020,and due to various complex factors,there are some problems in the implementation of after-school services in H County primary schools that need to be solved urgently.In this study,the literature method,questionnaire and interview survey method were used to investigate the implementation of after-school services in primary schools in H County from the aspects of service scope,service time,organization and implementation,service content,and guarantee mechanism.The survey found that there are problems such as deviation of policy understanding,formal implementation process,single composition of teachers,insufficient funding guarantees,and lack of evaluation system in primary school after-school services.The reasons for the formation of the problem are the imbalance between local supply and policy demand,the insufficient attention of all parties to relevant policies,the "Low Tendency and High Avoidance" of school work motivation,the "Voluntary Involution" participation in after-school services,and the uneven level of parents’ cultural quality.O n this basis,put forward strategies and suggestions for improving primary school after-school services: balance supply and demand,promote supply-side structural reform;Increase publicity,give full play to the advantages of new media;Correct work motivation,innovate the work model of after-school services;Recruit all kinds of talents,create a diversified teaching team;Invoke social forces,support multiple sources of funding;Improve working mechanisms,complete multiple regulatory evaluation systems.
