| As for the rural education of impoverished area,the distribution adjustment of the rural primary and middle schools is a rare development opportunity,is an important policy which the party and the government adopts is for the purpose of optimizing the rural elementary education structure,reasonably disposing the rural education resources,and further promoting which the countryside compulsory education reforms and develops,The distribution adjustment can transform idea,lighten the peasants burden,and improve the efficiency and the quality.In 2001"the State Council Decision about Elementary education ReformsAnd Develops"(in a later part, it's called"decision"for short) explicitly pointed:"suiting measures to local conditions to adjust the rural compulsory education school distribution.According to entering a primary school nearby,focusing the junior middle school reversely,and optimizing the allocation of resources, reasonably plans and adjusts the school distribution."Therefore, the school distribution adjustment is one of key works in the course of education development in the last few years.At present,adjusting the school distribution and implementing scale school are implementing positively and obtain the definite effect.But speaking objectively,there are also many problems in course of work.The article take the Kulun in Tongliao city and the Dongwuzhumuqin in Ximeng of the Mongolian area as a case,and the author investigate the present situation of school layout adjustment of the country and a pasturing area,analyse to actual existence a series of questions , and proposed the corresponding countermeasure.This article mainly constitutes by following five chapters:The first chapter introduces origin of the topic,the research results related this research,the goal and the significance of this research,and methods of this thesis,some theories using for reference. The second chapter expounds the theory of the school layout adjustment, and expatiate the influencing factor,importance,principles and the matters needing attention of the school layout adjustment.In the third chapter the author uses autoptical method -----questionnaire survey law and the interview research,to investigate actual situation of the primary and middle schools layout of the country and a pasturing area in the Inner Mongolian area,and analyses present situation.The author investigates the two places as a case,and analyses the investigation result,finally summaries questions and the concrete difficulty which existed in course of the school layout adjustment in the country and a pasturing area,and the new questions in the layout adjustment later,and analyses the reason that has caused the new questions .The fourth chapter,in the previous chapter of diagnosis foundation,the author proposes the corresponding suggestion of the school layout adjustment in the country and a pasturing area.Firstly,we should study the science development view make it instruct the practice of nationalities education and teaching; Secondly,we should set up correct understanding for the school layout adjustment;Thirdly,we should emphasize further to enlarge the investment of the education funds in the country and a pasturing area, and set up the special funds;Fourthly,we should strengthen the construction of the teacher troop in the country and a pasturing area;Fifthly,we should persist in humanist and ensure to accept to the right of the compulsory education for the children of the right age equally;Sixthly,we should handle the education resources well after the school layout adjustment. |
