China and Vietnam are both in the camp of developing countries in the international pattern,and their similarities enable them to view the international situation and deal with domestic problems from a similar perspective.With the in-depth development of economic globalization and regional economic integration,multicultural interaction is changing the living environment of various human cultures in an unprecedented way.Foreign language education should play a more important role in the process of building a multi-cultural world.Foreign Language education has been widely recognized as an element that affects national competitiveness.Therefore,our understanding of foreign language education in Vietnam will help us understand the meaning of equal cultural identity,and provide a solid humanistic foundation for the construction of the "the Belt and Road".This study tries to answer these questions.Firstly,the reasons why the composition of foreign languages in Vietnam change.Secondly,what are the characteristics of the development of foreign language education in primary schools in Vietnam under the multicultural background.Thirdly,what are the implications for the foreign language education in primary schools in China.Lastly,summarize the history and factors of Vietnamese foreign language,and help China understand the relationships among countries in the construction of the "the Belt and Road".The historical and practical experience can be combined,and we can gain insight into the enlightenment for the development of foreign language education in primary schools in China.First of all,from a historical point of view,Vietnam exits the phenomenon of multicultural invasion and coexistence.Chinese,French,Japanese,English,Russian and other lan guages have occupied the main position of Vietnamese foreign language in different periods leaving a certain cultural imprint.After 1945,on the one hand,people knew gradually the importance of Vietnamese;on the other hand,the coexistence of multilingualism and multiculturalism of Vietnamese formed.The culture,war and economic factors have affected the language composition of Vietnamese foreign languages.At the same time,in recent years,comprehensive strength,national relations,and world language fashion are also important factors affecting the role of foreign languages and their levels.Secondly,the international context,the era of Industry 4.0,and the UNESCO report have made Vietnam more highly value the concept of lifelong education.Combining its current domestic background,industrialization and modernization under the conditions of socialist market economy and international integration,it should not only strengthen the status of Vietnamese language itself,but also pay attention to the development of foreign language education,especially in English.In fact,the current development of English education has not achieved obvious results.But with the birth and reform of the education plan,especially the introduction of the new general education plan in 2018,it should bring a new situation to foreign language education in Vietnam.Therefore,this study collected a large number of Vietnamese materials for text analysis,focusing on the new education plan docum ent of Vietnam in 2018,and obtained specific materials such as curriculum objectives,teaching content,teacher training,etc.of foreign language education in primary schools in Vietnam.This helps this study clarify the current development characteristics of foreign language teaching in Vietnam as follows:advocating diversified foreign language education and attaching importance to the core position of foreign language;Increase investment in foreign language education and emphasize the multiple values of foreign languages;Pay attention to the planning of foreign language education,and commit to the international integration of foreign languages;Grasping people-oriented foreign language education implies lifelong learning in foreign languages.At the same time,this study also sees the problems in the development of foreign language education in Vietnam through further analysis and research from the perspective of language economics,which just provides inspiration for the development of foreign language education in primary schools in China.
