Education for cross-boundary region is an important constituent of our nation's education system. Due to its particularity, internationalism and importance, some countries and scholars have paid high attention to the matters of cross-boundary regions. Socialist republic of Vietnam ( be called Vietnam below) is similar to our country in Primary and Secondary school's education, at the same time there are some difference. This article takes the social development of Primary and secondary school's education between China and Vietnam as the hackground, adopts the antitheses, to expatiate the current state and trait of the primary and secondary school's educational administration. Then analyze the existing problems and their original factors. Use good experience of Vietnam in primary and secondary school's educational administration for reference, aim to increase the actual effect of primary and secondary school's educational administration in W1NSHAN state , boosting education serve economy better.It includes five parts:In Parts 1, expatiate the basic concepts, analyze necessity of increasing efficiency of educational administration.Part 2, from common ground and differentia, analyze the social background of primary and secondary school's educational administration in cross-boundary region between China and Vietnam.In Parts 3, take present situation of primary and secondary school's educational administration in cross-boundary region as foundation, from microscopically regulate and control by government, educational legislation, moral education, adjust educational policy, Consummates surveillance and appraisal mechanism, etc. , Generalize the common and different ground of primary and secondary school's education in cross-boundary region between China and Vietnam.Part 4, according to the common and different ground in education administrant system, educational funds, localization of educational administration, construct of educational administration cadre troop, etc., Definitude the existent problem and analyze their origin.Part 5, Performs to profit separately from funds management, moral educational management, construct of educational administration cadre troop of primary and secondary school in Vietnam.
