The Role Of Building Leaders In The Construction Of Urban Community Building Groups And The Intervention Practice Of Social Work

Community governance is the last mile of social governance,along with the development of society,China’s community governance presents a development trend of continuous sinking of community governance strength,diversification of community governance subjects,and refined community governance.In this context,the building composition is an extension of the "four-level network",which is the last hundred meters of community governance.At the same time,the manager of the building group,the building leader,as an informal governance force,plays an important role in the construction of the building group.In March 2022,the large-scale new crown epidemic broke out in Shanghai,and the public crisis forced the community to help itself,and the building was formed as a basic unit for rapid response and effective response,and the crisis also promoted the transformation and upgrading of building group governance and building team leader team,further highlighting the importance of building group and building team leader in community governance.How urban building group governance in China works,how to understand the role of building leaders in building group governance,the logic of building leader participation in different governance situations,and furthermore,how to promote the construction of more dynamic and dynamic building groups through professional methods of social work,the above issues constitute the core issues of this paper.This paper takes Yuelai community,a super-large relocation community,as the research object,and relies on the autonomous intervention project of the building group as the starting point,and uses long-term participatory observation,semi-structured interviews and social work intervention to understand the operation mechanism of the building group in community governance.This study finds that building groups are an important part of China’s urban community governance,shouldering the important functions of conveying and informing the spirit of the Party and government policies,and are also the field closest to community life,and a space for cultivating the spirit of autonomy and promoting mutual assistance among residents.Further research finds that under different governance scenarios,the operation logic of the building group,the role of the building leader and the action logic are also very different.Under the normalized situation,the governance of building groups follows the logic of quasi-administrativeization,and the neighborhood committee excavates and cultivates building leaders and volunteers through mobilization,which reflects the characteristics of"mobilized volunteer service".The new crown epidemic in 2022 has shown the characteristics of building group operation in the context of public crisis,and the participants,volunteer services,building group mutual assistance,building group relationships,etc.have undergone great changes,forming a preliminary building group community,but the building group volunteer service under the crisis has the characteristics of "situational volunteer service".How to make the community of building groups and building group volunteer services formed under the crisis sustainable,and cultivate more actionable building groups is an important goal of social work intervention.The community introduces external professional support to promote the governance of building groups through multiple paths such as developing building governance teams,shaping building group relationships,and cultivating the public spirit of building groups,forming an endogenous driving force for building group communities.This study was carried out in the context of the new crown epidemic in 2022,so there was an opportunity to observe the operation of the building group in the three states of preepidemic,epidemic and post-epidemic,especially the performance of the building group in response to the crisis,which further enriched the relevant research on the construction of the building group and the building team leader,and provided some guidance for how social work professionals can participate in the construction of the building group:from the perspective of developmental social work,take problems and needs as the guide,empower the building group governance team,and use activities as the support to enhance the "vitality" of the building group and shape the building group’s "Life" and "Publicity" help the building group to self-organize.
