| Since the 18th National Congress of the Communist Party of China,our country have made a series of major decisions and deployments,placing the construction of the teaching staff in a prominent position.The policy system is constantly improving.The construction of teacher ethics and professional conduct has achieved significant results.More and more students chose teaching as their profession,and the sense of achievement for teachers is constantly improving.The system of evaluating and appointing professional titles for primary and secondary school teachers is related to the overall development of education and plays an important role in the development of basic education.With decades of continuous development,the system of evaluating and appointing professional titles for primary and secondary school teachers has made significant progress.At a new historical starting point,it is of great significance for promoting the development of basic education in China to study how to develop and improve the professional title evaluation and appointment system for primary and secondary school teachers,how to further deepen the reform of the professional title evaluation and appointment system for primary and secondary school teachers and improve the detailed rules.In order to further improve the promotion effect of the professional title evaluation and employment system for primary and secondary school teachers on basic education,this article uses research methods such as literature review and interviews to explore the current situation and existing problems of the professional title evaluation and employment of primary and secondary school teachers in County A of Dongying City.The study found that the construction of primary and secondary school teachers in County A of Dongying City can basically meet the needs of education and teaching.If the proportion of middle and senior positions is high and the appointment of middle and senior professional titles is timely and in place,the evaluation process is standard and the overall level of teacher salaries is high.However,there are still problems such as supply-demand contradictions in mid to senior positions,inadequate assessment of post appointment,heavy materials for professional title evaluation,and unreasonable salary system for professional title employment.The main reason for the above problems is the quota evaluation of the professional title system for primary and secondary school teachers and a serious backlog of promotion for young teachers.The unified system of evaluation and employment that only allows promotion does not provide a lasting incentive effect for professional titles.Inadequate simplification of administration and delegation of power in the evaluation of professional titles consumes a lot of energy.The defects in the salary system cannot exert the wage incentive effect.Furthermore,measures such as expanding the channels for teacher promotion,tilting middle and senior positions towards urban teachers,establishing a position exit mechanism capable of moving up and down,further streamline administration and delegate power to the evaluation of professional titles,improve the salary and remuneration system,and other measures to further release the policy dividends of reform.It will provide intellectual support for economic and social development,and benefit the people to strive to break through the bottleneck of the professional title evaluation and employment of primary and secondary school teachers,to promote the development of local teachers and realize the leapfrog development of basic education. |
