With the progress of society and the comprehensive implementation of quality education,the construction of basic education in Our country has been attached great importance.In general,the implementation level of basic education in China can effectively reflect the quality of teacher development.Teachers are professional and technical personnel,and their professional title is an important symbol to measure their professional development level.As an important way of teachers' career development,teachers' professional title reflects the public recognition of teachers from the society and the industry,and has become the main goal of teachers' growth.System of primary and secondary school teachers titles as primary and secondary school teachers in professional and technical level of the important systems of our country,to expand the teacher career development channel,improve teachers' professional status,promote the teachers play an important role in the comprehensive development,since 1986,through the establishment of exploration,reform pilot,full implementation of three stages.The reform of professional title has made outstanding achievements and has been promoted smoothly and steadily throughout the country.The State Council clearly proposed the policy of "establishing senior teachers' titles in primary and middle schools" in the Outline of National Medium-and Long-term Education Reform and Development Plan(2010-2020)[EB/OL].(2010-07-29)[2021-1][2-25].http://www.moe.gov.cn/srcsite/A01/s7048/201007/t20100729?171904.html.],the professional title system of primary and secondary school teachers has made new progress,which has become an important measure to strengthen the construction of primary and secondary school teachers,and has also played a profound and lasting role in promoting the development of basic education.This study consists of six parts.The first part contains the introduction related content;The second part contains the theoretical basis associated with this research,so as to provide theoretical support for the research of this paper;The third part mainly expounds the evolution process of the professional title system of primary and secondary school teachers in China and relevant policies promulgated by Heilongjiang Province on the professional title of primary and secondary school teachers.The fourth part discusses the status quo of professional title evaluation of primary and secondary school teachers in S city on the basis of questionnaire survey and field interview.The fifth part analyzes and summarizes the problems existing in the process of professional title evaluation of primary and secondary school teachers in S City and analyzes the causes of the existing problems.The sixth part is based on the analysis of the reasons to improve the evaluation of primary and secondary school teachers.
