| The problem of reducing the burden of teachers has a long history,and the Ministry of Education has paid attention to this problem since the beginning of the founding of the People’s Republic of China,and has put forward many instructions and initiatives to reduce the excessive workload of teachers.However,due to various reasons,this problem has not been solved until December 2019,the General Office of the CPC Central Committee and the General Office of the State Council issued Several Opinions on Reducing the Burden of Primary and Secondary School Teachers and Further Creating a Good Environment for Education and Teaching,which marks the official introduction of the policy of reducing the burden of teachers,and further reflects the current heavy burden of teachers and the urgency of reducing the burden on teachers.In July 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Stage of Compulsory Education,which clearly requires schools to reduce students’ homework burden by improving classroom efficiency,optimizing homework design,and promoting students’ comprehensive development through rich after-school service activities.As the direct practitioner of the“double reduction” policy,teachers’ working hours will be further extended and the work pressure will be further increased.In this context,the workload of primary and secondary school teachers has once again become a research hotspot.This study focuses on primary school teachers,taking a primary school in Guangxi as an example,using interviews,observations and other research methods,aiming to reveal the current situation of primary school teachers’ work burden under the background of“double reduction”,explore the reasons for the increase in primary school teachers’ work burden,and seek targeted measures for primary school teachers to reduce the burden on this basis.It is found that current primary school teachers are mainly faced with four types of work burdens: professional teaching,professional development,administrative inspection and social affairs: in teaching,it is mainly reflected in the complex requirements and teachers desire to teach with peace of mind;In terms of professional development,the actual development direction and teachers’ self-expectations are inconsistent;In terms of administrative inspection,it mainly reflects the ambivalence of teachers who want to refuse but dare not resist;In social affairs,it is mainly reflected in the contradiction between “universal teachers” and “incompetent teachers”.Based on the above research and analysis,the author finally concludes that under the background of “double reduction”,the increase in the work burden of primary school teachers can be explained from four aspects: first,the education management mechanism is not perfect,second,the school management method is not perfect,third,parents and students do not support teachers’ work,and fourth,the teachers’ own professional quality is not strong enough.Therefore,the current work burden of primary school teachers can be reduced from four aspects: macro-control of the educational environment by the education department,the initiative of schools to create scientific management methods,the active cooperation of teachers by families and communities,and the efforts of teachers to improve their own comprehensive quality,so as to reduce the current work burden of primary school teachers and provide a good teaching environment for teachers. |
