| With the creation and application of big data in education, people have recognized the great value of improving teaching and learning with the help of data.Data literacy has become an essential core literacy for teachers in the era of big data.In the teaching process, teachers can improve teaching methods and student learning outcomes by making decisions with the help of educational data. However,it is not clear at what level teachers are currently using educational data in China.Knowledge tests can accurately grasp the level of teachers’ data literacy, and then effectively improve teachers’ data literacy. However,no measurement tools in the form of knowledge tests have been developed for teachers at the basic education level,so there is an urgent need to develop a set of measurement tools for teachers’ data literacy levels. This study first analyzes the literature on data literacy and compares the current status of its research.Secondly, based on the framework of data-driven decision-making capacity building and data life cycle theory, the connotation of teachers’ data literacy is clarified and a model of teachers’ data literacy in primary and secondary schools is constructed. Then, based on the model,we developed an evaluation framework for primary and secondary school teachers’ data literacy, including five primary indicators, including setting goals, collecting data, analyzing data, interpreting data, and taking teaching actions, and ten secondary indicators, including problem awareness and goal definition. Then,we prepared knowledge test questions based on the evaluation framework, selected 50 primary and secondary school teachers by random sampling to check the quality of the measurement tool and made modifications, and finally formed a data literacy measurement tool for primary and secondary school teachers including16 questions. Finally, the data literacy measurement tool was distributed to primary and secondary school teachers by random sampling for quality check and application,and235 valid samples were collected. After analyzing the samples,it was found that(1)the data literacy measurement tool for primary and secondary school teachers has good reliability and validity, and the overall difficulty is at a medium level with good differentiation;(2)the current data literacy level of teachers in China is average, and the development is relatively balanced in each key competency;(3)there is no significant difference in the data literacy level among different groups of teachers with different gender, education, and tenure, while teachers who participated in more than seven training sessions have higher data literacy level. |
