Research On The Path Of Volunteer Service Organizations To Participate In Community Governance

The report of the 20 th National Congress of the Communist Party of China pointed out that it is necessary to "build a social governance community where everyone is responsible,everyone fulfills his responsibilities,and everyone enjoys it." The innovation of community governance also promotes the innovation and improvement of the social governance system.As one of the participants in community governance,volunteer service organizations participate in community governance to promote community governance innovation.Therefore,the participation of volunteer service organizations in community governance is particularly important.However,in the process of participating in community governance,volunteer service organizations still have problems such as low autonomy,insufficient participation ability,and organizational tendencies,which makes volunteer service organizations unable to effectively play their role in community governance.Volunteer service organizations in District Z of Y City have achieved positive results in the process of community governance,but also have the same problems,and their problems are typical.Therefore,this paper takes the volunteer service organization in Z area as the research object,discusses its ways and methods of participating in community governance,and extracts the participation path on this basis,and puts forward targeted solutions to the problems existing in the participation process.Guided by the theory of community governance and community participation,this paper extracts four ways for volunteer service organizations to participate in community governance from the perspective of participation,namely,activity participation,project participation,community consultation participation,and autonomous participation.As participation deepens,the development of volunteer service organizations matures,and the role they play in community governance becomes more apparent.It is found that volunteer service organizations in Z area have achieved remarkable results in participating in community governance,but there are also some problems;first,activities participate in community governance,which helps to improve the community environment,create a good cultural atmosphere,and reduce the work pressure of neighborhood committees,but there are problems of low autonomy,lack of subject consciousness and strong dependence of volunteer service organizations;Second,the project participates in community governance,which helps to enhance community cohesion and community belonging,save government costs,and expand the influence of volunteer service organizations,but there are problems such as lack of management training and insufficient ability to participate in community governance.Third,community consultation and participation in community governance,which helps to form community public awareness and promote the harmonious development of the community,but there are problems of imbalance of organizational rights and responsibilities and tendency to administrative;Fourth,autonomous participation in community governance is conducive to improving the self-management capacity of volunteer service organizations and enhancing community autonomy,but there is a lack of coordination mechanism between organizations.This paper puts forward reasonable suggestions for the problems existing in the four paths of volunteer service organizations’ participation:that is,volunteer service organizations should stimulate their own subjective initiative in community governance,improve their professional capabilities,integrate internal and external resources,establish a collaborative model,and explore a development model suitable for volunteer service organizations to participate in community governance.At the same time,the government should clarify its role and create a good environment for participatory governance.Based on refining the path of volunteer service organizations participating in community governance,this paper finds existing problems and puts forward reasonable suggestions,in order to improve the path of volunteer service organizations to participate in community governance.
