In 2018,the State Council issued the "Opinions on the Comprehensive Implementation of Budget Performance Management",specifically stating that "governments,departments,units,policies and projects" should be integrated into "comprehensive budget performance management",laying a solid foundation for comprehensive budget performance management nationwide.On the other hand,due to the massive tax reduction policies and other factors,the government has been able to achieve a significant increase in the number of tax revenue.On the other hand,the implementation of budget performance management is particularly important due to the impact of large-scale tax reduction policies and other factors.However,China has started late in budget performance evaluation,so there are still shortcomings in the construction of indicator evaluation system.This paper takes the budget performance evaluation of the Education Bureau of City A as the research object.Based on the in-depth study of domestic and foreign theoretical research,the 3E theory and the hierarchical analysis method are used to explore the establishment of a scientific and comprehensive budget evaluation system,which can provide certain reference role for the education sector.The optimized evaluation index system runs through the whole process of budget management,realizes the dynamic monitoring of the whole process of budget performance,and adds individual indicators according to the education system’s own characteristics,optimizes and improves the index system of performance evaluation,and finally uses the fuzzy comprehensive evaluation method to arrive at the evaluation results of the budget performance of A city education bureau,and makes suggestions for the budget performance evaluation of A city education bureau,thus making the budget performance of A city education bureau The evaluation results of the budget performance of A Municipal Education Bureau are obtained by using the fuzzy comprehensive evaluation method,and suggestions are made for the budget performance evaluation of A Municipal Education Bureau,so that the budget performance management of A Municipal Education Bureau can be effectively improved.
