Research On The Budget Management In A University On The Basis Of Performance Appraisal

Throughout the process of social development,higher education in the country's development and construction process,provide a steady stream of scientific research personnel and science and technology for society,have created for irreplaceable role for the progress of society,the world are also paying more and more attention to the development of higher education.In recent years,China's finance has begun to increase investment in colleges and universities,higher education has also been rapid development.With the rapid expansion of the scale of running a university,and the financial allocation of income is limited,so how to put limited resources into the creation of the greatest benefits has become a close concern of the community.The development of universities is closely related to the level of financial management,and budget management,as an important part of financial management,has a great effect on the development of universities.At present,the original traditional budget management model has been a variety of drawbacks,such as unreasonable allocation of budget funds,the use of funds inefficient,serious waste of resources.These problems are restricting the development of universities.To solve this problem,we must proceed from the university itself,reform the budget management of universities,improve the budget management system of universities,improve the budget management level,and promote the optimal allocation of resources.Maximizing capital benefits.The main purpose of this paper is to improve and perfect the budget management level of our university.Based on the analysis of the problems existing in the budget management of A university,this paper puts forward the budget management system of A university based on the performance evaluation.Based on the performance evaluation,the system is based on the performance characteristics of the university,and the key points are selected according to the characteristics of the university,and the key points of the performance evaluation index system are set up.Indicators of A university budget implementation results into the assessment and evaluation.Finally,the budget management system to improve the proposed recommendations.In this paper,the performance evaluation is introduced into the budget management practice of universities,so that the budget is closely connected with the school development goal,which realizes the all-round integration of performance and budget.On this basis,the budget management system based on performance evaluation is constructed.This can not only promote the reform and development of budget management in colleges and universities,but also provide some new ideas for improving the budget management level of universities in China.
