The New York State After-school programs for youth include the 21 st Century Community Learning Centers,run by the U.S.federal government,and the Comprehensive After-school System,run by the City of New York.These schoolbased learning programs outside of the compulsory attendance time period focus on improving students’ academic performance and behavior and relieving the stress of caregiving for working parents.Over the years,parents in New York State have had high satisfaction with the extracurricular programs.New York State has achieved a number of successes in promoting student development and maintaining educational equity through the construction of afterschool programs.Therefore,this study takes New York State’s afterschool programs as the object of study,examines the historical evolution of the educational reform of the afterschool programs in the United States,explores the management system and implementation path of the afterschool programs in New York State,and analyzes the aspects of the implementation of the afterschool programs through case studies.Hoping to provide some reference for the development of extracurricular education in the new era of "double reduction" policy.This study is divided into five chapters.The introductory section describes the background of the research problems,the research object,the definition of the concept,the current status of the research,the problems to be solved,and the overall vision and framework of the research.The first chapter analyzes the historical evolution and current status of After-school programs in New York State.Chapter 2selects New Public Managerialism and Educational Equity Theory as theoretical perspectives to analyze the management and implementation characteristics of AfterSchool programs in New York State.Chapter 3 analyzes the management system of New York State’s After-school programs.Chapter 4 analyzes the implementation pathways of New York State’s After-school programs and selects cases to show how professional organizations in New York State operate After-school programs.Chapter5 summarizes the conclusions and insights from the operation of New York State’s After-school programs,pointing out that the management features of the extracurricular programs include the introduction of a competitive mechanism to improve the quality of services,the use of performance evaluation to implement the goal requirements,the guarantee of participation opportunities for disadvantaged student groups,and the conclusion of enriching types of programs to promote student development.Three recommendations are also given: sound special legislation to guarantee the principle of public welfare;clear curriculum standards to improve teacher development;and setting assessment performance to strengthen quality evaluation;...
