In recent years, the Ministry of Education has been issuing policies to reduce the burden of education. However, junior high school students are still facing problems such as heavy workload, declining physical fitness, high myopia rates, sleep disorders, and increased psychological problems. These problems not only affect the physical and mental health growth and personality development of students, but also create a significant educational burden for parents, and spawn many social problems. The five management seems to be a trivial matter in student management, but in fact, they are all important matters related to education. As of December 2022,China’s five management policies have been implemented for more than a year. However, there are still significant issues in the implementation process, and only by identifying and resolving these issues can the five management policies achieve a seamless penetration. This paper uses questionnaire survey, interview survey, and non participatory observation methods to select eight junior high schools in X District of Hubei Province in October 2022,including three urban schools, three rural schools, and two urban-rural fringe schools,to investigate and analyze the effectiveness and problems of implementing the five management policies in the past year or more in this district, analyze the reasons that hinder the implementation of the five management policies, and propose corresponding countermeasures accordingly.Through in-depth interviews and observations with relevant subjects such as teachers and students in three of these schools,we can understand the current implementation status of the five management policies from aspects such as schools and families.Through statistical analysis of the survey data,it is found that various schools have actively explored and accumulated certain experience. In terms of sleep management, students’ sleep time is guaranteed, improving their "spirit";In terms of physical and health management, the time for school sports activities has increased; In terms of mobile phone management,it has solved the problem of students bringing mobile phones to campus, giving play to the dual functions of mobile phone learning and entertainment; In terms of reading management, more and more students have developed better reading habits, broadened their horizons, and cultivated their temperament; In homework management, the time to complete homework at home is reduced. However, behind these achievements, there are still many problems that need to be solved urgently: low attention paid to students’ sleep,a single way of publicity and education, and untimely communication between home and school. Not having enough physical education classes;Inadequate time and single form of activities inside and outside the school;Physical health testing is difficult and data reliability is not high.Students excessively rely on mobile phones and have weak self management skills;Teachers from other disciplines are not involved or less involved in reading management;Extracurricular reading activities and activities are single in form and small in scope; There are few types of books in the library. The type of student homework is single;Problems such as offschool training and more homework assignments from parents. In response to these practical problems,on the basis of summarizing relevant experience, analyze the causes of the problems, and combine the comprehensive development theory and humanistic theory to analyze the causes of these problems, such as the deep-rooted traditional exam oriented education, low participation of parents and students, professional level of teachers and venue constraints, and propose corresponding suggestions. To promote the better implementation of the five management policies in junior high schools, first, change educational concepts, and pay attention to the comprehensive development, personality development, and harmonious physical and mental development of students;Secondly, improve the construction of school sites and facilities, while increasing capital investment, fully utilize existing resources, prevent resource waste, cooperate with communities, and revitalize community resources.Thirdly,to improve teachers’ professional level, teachers should establish the concept of lifelong learning, reasonably plan their rest time, and improve their professional level through reflection.Fourth, enhance students’ participation, create an atmosphere of democratic management for students, and ensure students’ participation rights. At the same time, guide students to make reasonable use of power to prevent abuse of power.Fifth, families and schools should cooperate in educating people, and schools should play a leading role in guiding parents to actively participate.
