| The increasingly fierce competition for higher education pushes parents to obtain additional educational resources regardless of cost,which opens up huge profit margins for the out-of-school training market.However,the golden school training market is full of chaos.The governance of the school training market has quickly become a hot topic in education governance.After 2018,a series of special governance policies named after out-of-school training have been introduced from the central to the local level,especially the "double reduction" policy landed in July 2021,marking a new stage in the history of China’s supervision of the school training industry into a comprehensive and strict control.The vitality of the policy lies in the implementation.The vitality of the policy lies in regarding educational opportunities and educational fairness.It can be seen that effective policy implementation is the result of balancing the interests of multiple parties,and also requires the implementation of off-campus training supervision policies as the research object.After systematically reviewing the government’s supervision of off-campus training by means of text analysis,it is found that the development of policy texts can be divided into policies.And the inner logic reflected in the whole development process is the dynamic mechanism of the change of social demand under the state action to form the policy change,the value orientation of the policy goal oriented by efficiency and fairness,and the implementation of the policy with guidance and regulation as the starting point.Cultural rules of process-guaranteed,political discourse-led and diversified policy discourse.Meanwhile,on the basis of previous research results,it is summarized that in the development process of policy implementation,the characteristics of policy enrichment,subject diversification,supervision network and environment complexity are revealed,and the development trend of unification of vertical authoritative power and horizontal level endogenous power is highlighted in the path of policy implementation,the implementation strategy advocates the combination of special centralized regulation and regular supervision and implementation,and the coordination of rigid and flexible implementation is emphasized in the implementation method.Considering that the policy implementation is generally based on the latest policy requirements,the current situation of policy implementation in J city of Zhejiang province was analyzed by taking the implementation of the "double reduction" policy as the object of study and using a comprehensive interview survey method to interview the subjects related to policy implementation.The study found that the measures taken by the region to implement the policy mainly included the formulation of local policy standards,the coordination of multiple implementation patterns,exploration of digital supervision models,innovative work mechanisms,etc.,and achieved certain results in terms of reducing the number,schooling behavior,teacher protection,etc.On the other hand,many problems have been revealed in the implementation,such as imperfect text content,lack of implementation bodies,school training institutions trying to avoid supervision,education and employment,and other psychological anxiety has only increased,and the complex situation has caused the policy implementation to encounter stagnation.The main reasons are that the restrictive factors of the policy text itself weaken the implementation effect,the implementation efficiency of each subject needs to be improved,the rights and interests of the target groups are ignored,and the old-fashioned education system and concepts lead to a lack of support in the implementation environment.Based on the above problems and causes,in order to substantially improve the implementation efficiency of off-campus training supervision policies,under the guidance of collaborative governance theory,emphasizing the joint participation of multiple stakeholders in governance,the implementation path of off-campus training supervision policies should be optimized from the following aspects:(1)to improve the policy text.According to the actual implementation feedback,timely supplement or modify the policy text,build a more complete supporting policy system,and legally guarantee the continuity and authority of the policy implementation.(2)Improve the execution efficiency of the executive body.Coordinate various executive bodies to form a joint force of supervision;improve the comprehensive quality of administrative executives,and cultivate compound law enforcement talents.(3)Improve the awareness and self-discipline of off-campus training institutions,and encourage and promote the self-discipline development of off-campus training industry organizations.(4)Create a good social environment.Promote the reform of the education system and break the illusion of utility;guide schools and parents to establish a correct concept of educating people and talents;encourage and support the community and the media to give full play to their unique social functions. |
