The construction of smart cities is currently in full swing,but most projects still focus on the traditional government informatization.In the context of the country’s vigorous development and implementation of the rural revitalization strategy,it is an inevitable requirement for township governments at all levels to actively use the new generation of information technology to strengthen the intelligent governance capacity at the grass-roots level.However,most software projects mainly adopt the waterfall model as a process model at present.Company Z,which has been deeply engaged in the software industry for many years,has also found shortcomings of the waterfall model,such as frequent changes in user requirements,lengthy and irreformable system development processes,and high pressure on late operation and maintenance work.As a result,scientific methods and agile means need to be used to solve the these problems.In this paper,Company Z’s software R&D project was taken as a case study to study its process management issues,aiming to improve the quality of software projects,enhance the company’s R&D strength,and further enhance brand influence.Firstly,the research methods of literature research,field research,and case analysis were used to analyze and organize the current software R&D process management of Company Z.and the existing problems in the project requirements analysis process,the system development process,and the system operation and maintenance process were summarized.Secondly,in response to these three problems,the software R&D process management of Company Z was optimized and designed based on the Scrum method,and this method was also optimized and designed into the system operation and maintenance process.In regard to the requirements analysis process of the project,a constantly changing"requirements pool"(Product Backlog)was adopted to flexibly respond to frequently changing requirements;in regard to the system development process of the project,the traditional waterfall model was changed to Scrum agile model,and the rapid iteration approach was adopted to be able to deliver a workable product or function every time;in regard to the system operation and maintenance process of the project,the severity and workload of the operation and maintenance work were put into order by priority to reduce the workload.Finally,the optimization design based on Scrum method was applied in Company Z’s the grass-roots governance information platform project of a township won by Company Z in the bid,and safeguard measures were proposed from the develop agile team charter.organize training,optimize the working environment and appropriate incentive to ensure the smooth implementation of the optimization design,and the implementation effect was evaluated.In this paper,the software R&D project management level and product competitiveness of Company Z were improved through the successful application of the research on software R&D project management optimization based on Scrum method in the YN project of Company Z.Through data comparison,it was found that this method had improved the project quality,enhanced the team ability,and improved user satisfaction.The research also provides effective reference for relevant enterprises in the field of government software development.
