| In recent years,the Central Committee of the Communist Party of China and the State Council have clearly put forward many new concepts and directions in focusing on food safety work.The report of the 20 th National Congress of the Communist Party of China pointed out that "we should strengthen food and drug supervision and improve the food safety supervision,warning and prevention system".Therefore,in the rapidly developing information age,how to use technological means to do a good job in government supervision of food safety and improve the level of full chain supervision of food safety is the current direction to solve deep-seated problems of food safety and promote sustainable and stable progress in food safety.catering is the end of the food supply chain,and all food in daily life must ultimately be consumed at the dining table.The safety hazards of food production,processing,circulation,and ultimately serving may all be reflected in the final catering service process.Therefore,the quality and safety supervision of catering services is the last checkpoint to ensure the safety of public meals,which is particularly crucial and important.Since the 18 th National Congress of the Communist Party of China,China has deeply promoted the reform of "decentralization,regulation and service",innovated the way of government supervision and management,and launched a series of reform and innovation measures.Mianyang City has put forward the "Internet plus+government service" based on the actual situation,used the Internet thinking to promote the transformation of catering food safety supervision from "strict improvement and strict management" to "lenient improvement and strict management",and promoted the gradual transformation of catering food from the traditional business model to the new business model of "online+offline",The effectiveness of food safety supervision in catering has been improving year by year.This article combines the actual situation of Mianyang City and applies agile governance theory and information asymmetry theory to construct an analytical framework for regulatory objectives,regulatory relationships,and regulatory tools that are different from traditional regulation.It focuses on the evolution process of the catering industry from traditional regulation to intelligent regulation,and carefully explores how the development of the catering and food industry matches the government regulatory model.Based on the above theory,this paper describes the current situation,existing problems and cause analysis of food safety supervision in Mianyang City under the background of "Internet plus",and finally proposes to apply "Internet+" to food safety supervision in depth on the basis of existing scientific and technological support,and strive to promote food safety in Mianyang City from "traditional supervision" to "intelligent supervision",so as to effectively ensure the "safety on the tip of the tongue" of the city’s people. |
