Research On Governance To Mobile Short Video Platform Under The Background Of Intelligent Propagation

The user’s attention is being distracted and shifted from graphic content to video content along with the increasing use of smartphones,the cross-border application of artificial intelligence technology,and pursuit of multi-modal audio and vision.Mobile short video has become a major entertainment social platform due to its advantages such as low access threshold,fragmented communication,recreational content,and low production cost.Due to the pouring in of capital,the elaborate layout of giants and the accelerating expansion of overseas market,the mobile short video industry in our country mushroomed in the previous phase.However,it has also caused chaos and confusions due to the lag of legal regulations,the lack of moral restraint,and the insufficiency of value guidance.Although the government’s strong intervention and industry’s self-examination have gradually guided back the short video industry on track at this stage,with the blessing of intelligent technology,the problems of social value anomie such as inferior content,information dissemination alienation and industry governance lag appear repetitively.The above problems have never been completely solved,which bring greater resistance to the construction of network culture in our country.The government,short video industry,enterprises and users need to work together to supervise the mobile short video platform from three aspects: content production,technology application and industry supervision.In terms of content production,the platform must adhere to the principle of “content is king”,and guide users to produce high-quality and professional video content,in order to break through the flow confinement caused by algorithm.The platform also must emphasize the role of manual review,and continue to optimize the intelligent real-time review mechanism.In terms of technology application,the platform should pay attention to the humanistic dimension of the application of intelligence technology,and adhere to the concept of value-oriented technological development,and the platform could innovate the application of intelligence technology through the differentiated application of personal information and the introduction of "mainstream media algorithms".In terms of industry supervision,in order to enhance the effectiveness of social guidance to mobile short video,we also need to carry out online and offline multi-governance.The government should improve the legal construction of intelligence technology as soon as possible,and then advocate platform ethical self-discipline.The platform must establish a multi-layer intelligent review mechanism to truly consolidate its main responsibilities,such as real-name registration for user access,building user’s credit history.We can set up multiple social organizations and refine the participation power of social organizations.Users themselves carry out ideological,ethical and moral education,and actively cultivate self-discipline awareness.In short,we must do our utmost to mobilize the forces of all parties to govern the mobile short video platform so that it can better perform its social functions.
