| Talent driven is the essence of innovation driven.To implement the strategy of innovation driven development,we must speed up the establishment of innovative talent team and the construction of high-performance research cooperation network.With the further development of globalization of science and technology,the research issues have become more and more complex.It is urgent for all the countries to cultivate and introduce researchers.At present,academic and scientific research cooperation is the main way to carry out scientific research and innovation activities among scholars.Therefore,studying the characteristics of the scientific research cooperation network of Chinese high-performance scholars and the transnational flow network of scientific researchers can help the personnel management department and scientific research management department of our country to establish the domestic high-performance scientific research cooperation network,formulate the international talent introduction policy,plan the collaborative innovation strategy,innovation of management system and other measures provides a scientific basis.Based on the above background,this paper focuses on two aspects: the research cooperation network with Chinese high-performance scholars as the core and the transnational flow network of researchers.The objects of this study are the scientific research cooperation network built by the top five scholars in the 2017 comprehensive index of CNKI.Data samples are the domestic journal papers participated by these scholars from 2006 to 2017.Dynamic Network Analysis as an effective analysis tool is employed to construct the weighted co-authored network and keyword network,both of which edge weights are subject to the impact factors of journal papers.The potential common characteristics are revealed from three different network levels,including network overall structure,overall attribute and individual attribute.Secondly,based on the questionnaire of international scientific research project,this paper takes1435 transnational mobile scientific researchers as the research object,constructs the transnational mobile network of scientific researchers,involving 111 countries and 4different main disciplines.Then,the paper studies the transnational flow network of scientific researchers from the perspectives of network complexity,weighted degree centrality,weighted degree centrality,personnel turnover rate,geographical spatial distribution and language family distribution.The findings are as follows:(1)Domestic perspective based on scientific research cooperation networkThe results show that the high performance research cooperation network has the characteristics of large scale,high average clustering coefficient,small average path length,and large number of researchers and keywords flow.(2)International perspective based on the transnational mobile network of scientific researchers(1)The weighted degree distribution and the weighted in-degree distribution in the transnational flow network of scientific research personnel meet the power-law distribution,which indicates that a large number of scientific research resources and talent advantages are still in a few core countries with advanced science and technology;the closer the scientific research personnel are to other countries or regions,the stronger the ability to introduce scientific research personnel,while the ability to attract and retain talents is basically positive relevant,but according to the analysis of specific national conditions,the existence of some special cases is also reasonable.(2)There is significant spatial heterogeneity in the transnational flow of scientific researchers,basically showing the flow of researchers from the East to the West and the South to the North.The loss rate of scientific research personnel in developed countries is far less than that in developing countries,and the proportion is seriously unbalanced;the possibility of scientific research personnel flow between countries or regions belonging to the same language family is greater,among which the Indo European language family occupies an absolute advantage.In view of the above research findings,this paper puts forward the following directional suggestions:(1)Grasp the overall research direction and depth of scientific research cooperation network in different stages.(2)To ensure the structure of scientific research cooperation network is still stable under the condition of large staff turnover,we should select the team backbone and relatively fixed scientific research personnel as the core personnel,and encourage the communication and cooperation of scientific research personnel.(3)To clarify the role and value of core scholars in the research cooperation network,and effectively play the role of core scholars in the network.(4)In order to solve the problem of communication difficulty,we should strengthen the propaganda of Chinese learning and Chinese Proficiency Test abroad,strengthen the construction of foreign language learning atmosphere in China.(5)We should build disciplines with international influence,strengthen the improvement of living and scientific research environment,pay attention to the construction of ecological civilization and culture,and improve the convenience of living and scientific research to attract international excellent scientific researchers.(6)We should establish a mechanism for the review of talent introduction and management policies in all regions,promote the integration of regional characteristic industries and talent capital,and ensure the balanced development of all regions. |
