With the progress of society and the promotion of reading for all,the cause of public libraries in China has ushered in a period of prosperity and development, and reading services for disabled groups are receiving more and more attention.Due to their physiological or mental constraints, the disabled group cannot access and utilize resources as easily as ordinary readers. With the rapid development of information technology, the data gap between the disabled and the general readers is gradually widening. The disabled groups are also eager for knowledge and need it more, but they cannot participate in the social life equally. As an important place to guarantee citizens’ equal access to information, public libraries carry the responsibility of spreading knowledge and information, and public libraries need to help disabled groups access information. Therefore,on the basis of ensuring the accessibility of the physical environment, public libraries should provide barrier-free resource services for the disabled groups and meet their needs through various humane ways, which reflects the "people-oriented" service purpose of public libraries. The object of this paper is the Yangzhou City Library, and the research is conducted on the accessibility services provided by the Yangzhou City Library for the disabled group, including both the accessibility of the physical environment and the accessibility of information. This paper analyzes the current situation of library accessibility services in Yangzhou from the perspective of activity theory, constructs a service framework for library accessibility services in Yangzhou and proposes suggestions for optimization. This paper starts from the research background, introduces the current research status of accessibility services at home and abroad, introduces the connotation, development and application of activity theory in the field of library intelligence, and provides support for this paper from the theoretical perspective.Secondly, the current situation of accessibility service in Yangzhou city library is understood by using network research, field visits and interviews, mainly including the accessibility service environment, accessibility service facility resources, and accessibility service content and service characteristics in Yangzhou city library.Furthermore, according to the six elements of activity theory, namely subject, object, community, rule, tool and division of labor, the current situation of accessibility service in Yangzhou library is analyzed, and the deficiencies in the interaction process of the six elements of accessibility service in Yangzhou library are also analyzed by using the production subsystem, sharing subsystem, communication subsystem and collaboration subsystem in activity theory. The shortcomings are mainly reflected in the following:the quantity and quality of barrier-free service tools are insufficient;the disabled groups are not highly motivated to use barrier-free services;the policies and regulations related to barrier-free services and the barrier-free service regulations of the city map are imperfect;cooperation among members of the community is not deep enough and remains at a shallow level. Finally, based on the previous analysis and the principles of activity refinement, accessibility and evaluation pluralism,a framework for the accessibility service of Yangzhou library from the perspective of activity theory is constructed, and it is proposed that Yangzhou library should improve the quality of accessibility service, mobilize the participation enthusiasm of disabled groups, integrate and utilize multiple resources, improve accessibility tools, and improve accessibility service management regulations and supervision and evaluation system.Only by aligning the services to the needs of the disabled groups can the effectiveness of the accessibility services be better realized and the comprehensive service level of the library be improved.
