| With the continuous development of digital technology and the Internet,data has become an important factor of production.As a potential social resource,public data has a very high value of use,and how to tap and utilise the vast amount of public data to bring its hidden value into play has become a hot issue that needs to be addressed urgently.Driven by national policies such as the Fourteenth Five-Year Plan and the Outline of Vision 2035,public data open platforms have been established at the provincial and municipal levels in Shanghai,Beijing and Shandong,and local policy documents on the open use of public data have been issued one after another,which shows that China is gaining momentum in the open use of public data.However,through network research on the actual open use of public data,it is found that there are still shortcomings such as unbalanced regional development,incomplete data development,uneven data quality and poor platform linkage.It is clear that how to further ensure the open use of public data deserves attention and research.Therefore,this paper selects the policy text on public data as the research object,uses Nvivo12 software to refine the guarantee factors of public data open access according to the rooting theory,and combines the expert scoring method to test and determine the six guarantee factors of external environment guarantee,internal environment guarantee,infrastructure guarantee,data process guarantee,collaborative linkage guarantee,and incentive mechanism guarantee.Then the research model was built and the research hypothesis was put forward.Then the descriptive statistical analysis,correlation analysis and regression analysis of the questionnaire data were carried out with SPSS26.0 software.Finally,based on the analysis results,the corresponding public data open use guarantee strategy is proposed,so as to promote further open use of public data,bring into play the value contained in public data,promote economic growth and social development,accelerate the digitalization process and enhance social services. |
